In the Matter of hazardous
buildings being that two and one-
half story frame multiple-family
dwelling and garage known and
described as 570 Iglehart Avenue
in the City of Saint Paul and
situated upon those premises
legally described as Lot 3, Block
26, Mackubin and Marshall'� addition
to Saint Paul, according to the plat
on file and of record in the office
of the Register of Deeds in and for
the County of Ramsey, State of
Minnesota.
WHEREAS, Pursuant to resolution, C. F. No. 241769, approved
January 1'7, 196g, a public hearing was duly held on Thursday,
January 30, 1969, before the Council of the City of Saint Paul,
at which hearing the matter was laid over to Thursday,
February 13, 196g, said hearing pertaining to the eondition
of the structures located at 570 Iglehart Avenue, Saint
Paul, Minnesota; and
WHEREAS, Upon the facts presented at the said hearing
consisting of photographs, inspection reports and the �
recommendation of the City Architect, it is found and
determined by the Gity Council that according to the records
and files in the office of the Register of Deeds, the last
record owners of the above—described property are Russell C.
and Lillian Johnston; and that there are no other lien holders
of record; and that it is further determined that the above—
described buildin.gs constitute hazardous buildings within
the definition of Minnesota Statutes Section 463. 15 for the
following reasons:

a. The buildings are standing vacant,
open, have been vandalized and are subject to
being entered by unauthorized persons ;
b. The exterior condition of the
dwelling is as follows: the stucco finish
shows eviden.ce of deterioration due to
water getting behind the stucco and causing
it to become loose from the lath; all
exterior windows__show evidence of being
broken and most are covered with some
boarding; many of the window sashes and
frames are broken; a rear second floor ex-
terior entrance stairway is in a deteriorated
condition, with sections of the han.drail
showing evidence of rotting and some T111SS1T1�
pieces; section.s of the gutter have completely
rusted out and are hanging free; the roofing
material used to cover the pitched roof con-
sists of rolled roofin.g an.d material which is
n.ot normally used for this type of roofin.g and
it is showing signs of deterioration;
c. The interior condition of the dwelling
is as �ollows : all interior door open.ings have
been vandalized; plaster is loose from the walls
and ceilings ; flooring is deteriorated; and the
plumbing fixtures and radiators have been.
removed; and the electrical system has been
vandalized to the point that it is inoperable
and would be hazardous to reconnect the service;
d. There is a three-car garage at the rear
of the property;
e. The buildings in their present condition
are beyond reasonable repair;
f. The dwelling is unfit for human habita-
tion in its present condition and the above
corrections must be made in complian.ce with
the Building Code and the Housing Code o''f the
City of Saint Paul in order to make the same
habitable;

g. The buildingsconstitute a nuisance
and a hazard to the public health, safety
an.d welfare because of their physical damage,
dilapidation and inadequate maintenance;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes
Sections 463. 15 through 463. 26, and based upon the foregoing
findings of the City Council , the Council of the City of
Saint Paul does hereby make the following Order:
ORDER
l. The owners of the above—described buildings shall
make the same safe and not detrimental to the public peace,
health, safety and welfare by having the said buildings razed
and the materials there�rom removed from the premises within
thirty (30) days from the date of the service of this Order.
2. Unless such corrective action is taken to comply
with this Order or an answer served upon the City of Saint
Paul and filed in the Office of the Clerk of the District Court
of Ramsey County, Minnesota, within. twenty (20) days from the
date of the service of this Order, a Motion for Summary
Enforcement of this Order to raze and remove the said buildings
will be made to the Ramsey County District Court.
3. In the event that the buildings are to be razed by
the City of Saint Paul pursuant to judgment of the District
Court , all personal property or fixtures which may unreason.ably
interfere with the razing and removal of these buildings shall
be removed within ten (10) days from the entry of judgment ;
and if not so removed, the City of Saint Paul shall remove and
dispose of such personal property and �ixtures as provided by
law.

4. If the Gity of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by
the City will be assessed against the above—described real
estate and collected as other taxes; and be it
FUR,THER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above—described property in the manner provided
by law.

Gentlemen:
The Building Department is hereby submitting its report on the
cond.ition of the property known as 570 Iglehart Avenue, a 2-1/2 story
building of frame construction occupied at one time as a multiple family
dwelling. It contains a full basement, is approximately 30 ft. wide, 50
ft. long and 30 ft. high. At the present time the build.ing is vacant, has
been vand.alized and. is standing open. Although the owner of the property
has made many attempts to keep the property secure, it becomes vand.alized
and broken into shortly after his securing.
The legal description of the property is Lot 3, Block 26, Mackubin
and. Marshall's Addition to Saint Paul. The owners of record are Russell C.
and Lillian Johnston.
A recent inspection indicates the following:
EXTERIOR:� The exterior has a stucco finish, shows evidence of
deterioration due to water getting behind the stucco and causing it to become
loose from the lath. A.11 the exterior wind.ows show evidence of being
_ broken. Most are covered with some boarding. However, many of the
wind.ow sash and frames themselves are broken. A rear second floor
exterior entrance stairway is in a d.eteriorated condition, with sections of
the hand.rail showing evidence of rotting and some missing pieces. Sections
of the gutter have completely rusted. out and. are hanging free. The roofing
materi�l used to cover the pitched roof consists of rolled roofing and material
which is not normally used for this type of roofing, and it is showing signs
of d.eterioration.
FIRST FLOOR. Contains five rooms and bath. Has all interior door
openings vandalized, plaster is loose from the walls and ceilings. Flooring
is also d.eteriorated. The plumbing fixtures have all been removed., as
have most of the radiators.

5ECOND FLOOR. Contains five rooms and bath. Plaster on walls and
ceilings are deteriorated and. in d.anger of falling. All interior openings have
been vandalized. Plumbing fixtures and. rad.iators are also missing.
THIRD FLOOR . Contains three rooms and bath which is also vand.alized.
with plumbing fixtures and radiators removed.
The electrical system has been vand.alized to the point that it is inoperable
and would be hazardous to reconnect the service.
There is a three-car garage at the rear of the property. At the present
time, the garage remains secure. However, this accessory build.ing should be
removed with the dwelling.
Inasmuch as the requested rehabilitation schedule has not been submitted
by the owner, it is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, physical damage, unsanitary
condition and abandonment, the above structures constitute a hazard. to public
health, safety and welfare. It is hereby recommended that the Council concur
in this conclusion and refer the matter to the City Attorney's office for submission
of this condemnation to the District Court.
