WHERF;AS, the Commissioner of Administration o�' the State of - Minnesota, procures for State a�encies through competitive biddin� . various suppliQS, commodities and equipment , which are then ordered . by or for the agencies by appropriate methods, and WHEREAS, the State Legislature by Minnesota Statutes 1967, Section k71.59 has authorized the State and its political sub- divisions to enter into agreements to exercise 3ointly the governmental powers and functions each has individually, and WHEREAS, the State and the City of Saint Paul wish to combine their purchasing functions as is specifically provided below so that the City of Saint Paul may avail itself of the prices which have been agreed upon by the State and its vendor. THEREFORE, it is the purpose of this agreement to make avail- able to the City of Saint Paul those commodities at prices and terms as are available to the State under contracts entered into under competitive bidding pursuant to Niinnesota Statutes 1967, Chapter 16, by the Commissioner of Administration. � IT IS AGREED that the City of Saint Paul shall purchase all of its requirements for the commodities as they arise by placing purchase orders against such State contracts for the commodities stated, in accordance with all conditions, terms, specifications, and prices stated in such contracts. Orders shall be issued by the City of Saint Paul in accordance with its regu.laxly authorized purchasing procedure. The State contract number shall be shown on the order. • The City o£ Saint Paul shall make payment directly to the Vendor in accordance with its established procedures. Neither the State nor its purchasing agent, personally or officially, shall assume any responsibility for the accountability of funds expended hereunder by the City of Saint Paul, or the issuance or nonissuance of any purchase order by the City of Saint Paul. Each party shall separately be accountable £or its own expenditures of public funds made hereunder.
