M�1Y+�� ;;�ii� January 28, 1969 To the Honorable Mayor and Members of the Council of the City of Saint Paul Gentlemen: The Charter Commission of the City of Saint Paul, beir;g cognizant of the financial problems of the Citv, has under consideration a number of proposals for charter amendment in order to meet these problems. The Commission at this time has not come to any conclusions relative to charter reform in this area. The Charter Commission has also been studyin� certain proposals relative to technical changes within the current charter. One such change which the Commission has now approved is £or the amendment of Section 203 of the Charter. The Coimnission is of the opinion that this proposed change will facilitate the administration of the City budget by the Comptroller and the City Council, but in no way does this provide additional revenue for the City of Saint Paul. The Charter Commission hereby recommends to the City Council, pursuant to Extra Session Laws 1967, Chapter 33, the enactment of the attached ordinance, in substantially the same form, amending Section 203 of the Charter of the City of Saint Paul.
