The minutes of the meeting of November 22 , 1968 , were approved as submitted. � Appeal - Civic Center Seats The appeal to waive the seating requirement of the ' Building Code fc�r the Civic �Center was discussed with Mr. Lundgren and Mr. Howe , Associate Project Architects for the Civic Center. " - In connection with the appeal for the relaxation of re- • auirements for fixed row seating in the proposed Civic Center, the St . Paul Building Code , Section 12 . 01-1d provides as follows : "d. �vhen individual fixed seats are provided or reauired, � , � no seat shall have more than seven (7) seats intervening between it and an aisle ; provided that if the seatings are fixed chairs with self-raising seats so spaced that �ahen the seats are raised, there is an wiobstructed space of not less tllan eighteen (18) inches horizontal projection between the rows of seats , and doortiaays leading directly to exit corridors are provided not more than (5) feet apart along the sides of tlie auditorium, the number of seats in a row shall not be limited. " � ' . . . Pa�e 1 � ' r •' . � . - • ` . � � ��!i..��' !�-I�� . .• � The NFPA Pamphlet 101 , Life Safety Code , 1966 edition , which is adopted by reference in the. St . Paul Building � Code states : "1 . Rows of seats between aisles shall not have more than 14 seats . " � The present plan calls for 16 , 700 seats in the aisle sections and that 250 seats of this numbEr is involved in this appeal . The minimum number of seats called for in the architects ' dracaings in any row is 18 . Therefore , the appeal is to waive seating rec{uirements affecting some 250 seats to permit up to 18 seats between aisles . � Mr. Allen moved that the waiver be granted. Motion carried. The board voted unanimously (7-0) to recommend to the Councii that the appeal be granted. The Board was informed by Mr. Streich that Maurice ' Rosenblum had complied with the electrical reauirements of the Building Code and that there were seven items not yet meeting code rec{uirements . It was agreed to set an appeal , date relating to these seven items only at the next board meeting. . Mr. Connelly distributed a copy of "Proposed Rules of Procedure for the Board of Zoning" as an example of govern- �_� ing ru.les and regulations . Mr . Cohen asked staff to prepare a draft of proposed rules and regulations for the Board of Appeals at an early date . . There being no further business , the mee'ting was ad- journed. Page 2 .
