GO
WHEREAS, on 7uly 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
(Cultural STAR) Investment Program, and
WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
sales tas on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and
WHEREAS, the purpose of the Cultural STAR Program is to fund projects that further cuitural and visitor
activities within the city of Saint Paul, and
WHEREAS, the Saint Paul City Council has approved a resolution (CF 04-227) to consider fuhxre budget
amendments for assisting the Friends of the Library's efforts regazding the Ruminator's Author Series, and
WHEREAS, a surplus of Cultural STAR funds appropriated in previous years for the 5cience Museum of
Minnesota has accumulated, and
WI�EREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review
panel, commonly lrnown as the Cultural STAR Boazd, has reviewed an application from the Friends of the
Library for a$50,000 grant for the Ruminator Bookstore Author Event Series and a request from the
RiverCentre Authority for a$250,000 grant far sriuctural improvements to the Roy Wilkins Auditorium
ballroom floor, and
WHEREAS, the Mayor has reviewed these requests, and
WI3EREAS, the proposed grants meet the eligibility requirements for the Cultural STAR Capital Program,
and
WI�EREAS, the proposed grant for the Friends of the Library does not represent a Business Subsidy as
defined by Minnesota Stahxtes, Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves a Cultural STAR grant of $50,000 for the Author Series
and a$250,000 grant for the RiverCentre Authority, and be it

FURTHER RESOLVED, that upon the recommendation of the Mayor, the Council approves amending the
budget to reflect these grants:
