WHEREAS, Twin Cities Habitat for Humanity, Zoning File # 03-418-213 has submitted for City Council
approval the attached preliminary and final piat for subdivision of property at 2aoc Ravoux Street, the NE
corner at St. Anthony, to create 5 single family residential parcels; and
WHEREAS, the appropriate City departments have reviewed the piat and found, subject to the
recommended conditions, that it meets the requirements of Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper
of the City and notices were mailed to each owner of affected property including all property situated within
350 feet of the subject property; and
WHEREAS, the City Council held a public hearing on the proposed plat on February 25, 2004 where all
interested parties were given the opportunity to be heard and the Council considered all the facts and
recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
preliminary and finaf plat for Twin Cities Habitat for Humanity at 2xx Ravoux St., NE corner at St. Anthony,
subject to the condition that the applicant shall file a copy of the Council Resolution approving the plat with
the Ramsey County Recorder's Office.

North: multiple family residential (RM2)
East: commercial uses (CAAPB jurisdiction)
South: 1-94 (RM-3)
West: multiple family residential (RM-2)
E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2%z acres or less in size, or (2) requires
paved streets, aileys and other public improvements, or (3) is previously unplatted land. §67.406
provides criteria for review of subdivision applications. These criteria are covered below under
"Required Findings."
F. HISTORY/DISCUSSION: On June 23,2003, the Board of Zoning Appeals (Zoning File # 03-308-
627) approved a variance pertaining to maximum allowed lot coverage in order to split off this
114 x 174 ft. parcel to accommodate the proposed housing project. On September 11, 2003,
Twin Cities Habitat for Fiumanity applied for a Iot spfit (Zoning Fife # 03-352-527) to separate the
114.3 x 174 ft. parcel for the housing development. On November 5, 2003, the City Council
approved a rezoning of the new parcel to RM-2 (Zoning File # 03-350-709).
G. DiSTRICT COUNCIL RECOMMENDATION: At the time the staff report was written, the District 8
Council had not made a recommendation. _
H. REQUIRED FINDINGS: §67.406 of the Zoning Code requires that all of the following findings
shall be made prior to approvai of a subdivision:
A/l the applicable provisions of fhe Legislafive Code are complied wifh. City staff have
reviewed the proposed piat and have determined that all applicable provisions of city codes
are met.
2. The proposed subdivision wi�l not be detrimental to the presenf and potenfial surrounding
larrd uses. The proposed plat is consistent with the surrounding land uses, and will not be
� detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be planned and deveioped in coordination and
compatibility with the proposed subdivision. The area surrounding the proposed plat is

already developed and compatible with the proposed plat.
4. The subdivision is in conformance wifh the comprehensive plan. The subdivision is in
conformance with the Housing chapter of the comprehensive plan, which calls for diversity of
building and unit types to meet the diversity of the market (Policy 5.4). It is also in
cortformance with the Housing Policy Pian strategy to ensure the avaifabi(ity of affordable
housing. It also conforms with redeveiopment plans for the area.
5. The subdivision preserves and incorporates the sife's importanf existing natural features
wl�enever possible. 7he site is in a fully-developed part of St. Paul with no remaining natural
features.
6. AII land intended for building sites can be used safely withouf endangering residents by peril
from floods, erosion, continuously high water table, severe soil conditions or ofher menace.
The site is a flat, fully developed area with rto flooding, erosion, high water tabte or soil
condition probiems.
7. The subdivision can be economically served with public facilities and services. The
subdivision can be economicaily served witfi public faci(ities and services from surrounding
streets.
STAFF REGOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the preliminary and final plat for WESTERN AREA 2nd ADDITION subject to the
condition that the applicant shali file a copy of the Counci! Resolution approving the plat with the
Ramsey County Recorder's Office.
