WHEREAS, 7�he Comm' ee on Lands, composed of the Mayor, the Purchasing Agent,
the Commi oner of Finance, and the Commissioner of Parks and Recreation and
Public Buildings of the City of Saint Paul, has secured an agreement for the
purchase of that certain property described as follows:
Lot one (1) and the South Thirty feet (S 30T) of Lot two (2) , Block
three (3) , Dawson and RiceTs Addition to Saint Paul, Ramsey County,
Minn. , together with that portion of the alley in said block which
accrued to the property by reason of the vacation of said �lley, acc. ;
and
WHEREAS, The property described therein is necessary for the Rice-Lawson play-
ground site, and the price at which the property may be purchased is at the
total amount of $16,200.00, a fair and reasonable price according to the

WHEREAS, Said Committee has recommended the purchase of said property at the
price stated above, as evidenced by the letter of said Committee submitted
herewith; now, therefore, be it
RESOLVED, That pursuant to Section 303 of the Charter of the City of Saint Paul,
the Council of the City of Saint Paul does hereby authorize the purchase of the
land described as:
Lot one (1) and the South Thirty feet (S 30 t) of Lot two (2) , Block
three (3) , Dawson and Rice's Addition to Saint Paul, Ramsey County,
Minn. , together with that portion of the alley in said block which
accrued to the property by reason of the vacation of said alley, acc. ;
and
RESOLVED Further that the proper City officials are hereby authorized and
directed to pay to Albert Mingo, record fee owner, the sum of $16,200.00,
said sum to be paid to the aforesaid vendor, from the Permanent Improvement
Revolving Fund Code 6000, to be reimbursed from C.I.B. Fund 9767-501-006,
upon his furnishing evidence of good marketable title in the aforesaid vendor,
and the total payment to be made upon tender by said party of appropriate deeds
conveying title to said property to the City of Saint Paul.

Gentlemen:
The City of Saint Paul, acting through its Valuation Engineer, has
negotiated to purchase certain property described as follows:
Lot one (1) and the South Thirty feet (S 30') of Lot two (2) ,
Block three (3) , Dawson and Rice's Addition to Saint Paul,
Ramsey County, Minn. , together with that portion of the
alley in said block which accrued to the property by reason
of the vacation of said alley, acc.
The owner of the above describ�d land, Albert Mingo, has accepted
an offer tendered him by the City in the amount of $16,200.00 as
compensation for the sale of the said land to the City.
This property, including land and buildings, is needed by the City
of Saint Paul for the Rice-Lawson playground site. In view of the
reasonable price for which it can be purchased, said price being
the appraised fair and reasonable market value thereof, we, the
Committee on Lands, do recommend to the Cou.ncil of the City of
Saint Paul that it authorize the purchase of said land in lieu of
condemnation proceedings at the price of $16,200.00 as negotiated
with the owners.
