4 WHEREAS, the 2004 State Legislature will be voring on a number of requests from jurisdictions in and around St.

6 WHEREAS, a number of the legislative iniriatives directly affect and will potentially require involvement by the
7 City of Saint Paul; and
8 WIIEREAS, the Ad Hoc Legislative Agenda Committee ofthe Saint Paul City Council has discussed the following
9 legislative agenda items, and has recommended the items to the Saint Paul City Council for further consideration.

Pursuant to Charter Sections 6.08 and 6.09, I am vetoing Council Files 04-266, 04-272 and 04-
273. As you know, the City has akeady committed $ i million in local tas doilars for building
flood protection for Hoiman Field. The vetoed resolutions unwisely purport to withdraw
previously-given Council support for requests to the State and Federal Government to be our
fmancial partners in this important project.
Flooding of the Mississippi River results in frequent closures of Holman Field. In recent yeazs
flooding has closed the Airport every four years. In 2001, flooding cause the Airport to be closed
from April to June, with the estimated costs including $5 million in damages and lost revenue for
Airport tenants, $350,000 in cleanup costs and lost revenue to the Metropolitan Airports
Commission, and $75,000 for a temporary tower.
Holman Field is cleazly a local, regional and state asset, and the proposed diking project will
have local, regional and statewide benefits. Holman Field is classified as the region's only
intermediate airport and serves and the primary reliever to the Minneapolis-Saint Paul
International Airport (MSP). Flooding of Holman Field reduces regional capacity thereby
placing additional strain on MSP and raising safety issues at MSP. Flooding also nnposes a
significant financial burden on Airport users and tenants, including key Saint Paul citizens such
as 3M, US Bank, Coca-Cola and Hubbard Broadcasting.
Holman Field contributes $90 million dollars in economic unpact to our community, which
supports 600 aircraft and onsite jobs, and over 1,000 related jobs, including housing the
Minnesota National Guard, a critical component of our state's national security protection. The
proposed $25 million dollar project could leverage an additional$55 million dollars in
construction and trade jobs to build the National Guazd's proposed expansion. This means a total
of $80 million dollazs in additional economic stimulus to our community, all of which are
directly attributable to the reliever airport and flood protection.

Clearly, at a time of limited resources our city cannot afford to forego these contributions to our
economy. Moreover, the city, the Metropolitan Airport Commission, and our airport tenants
cannot continue to spend resources on flood clean-up, for which little return on inveshnent is
realized. To do so would cause unnecessary financial hardship.
Further, directiy opposing a$16 million federal appropriation, which has already passed the
United States House of Representatives and is strongly supported by our Mimiesota Senators,
would send the wrong message to our federal delegation. In essence we would be communicating
that our city does not need federal economic assistance to meet our critical infrastructure needs.
It is especially troubiing that the Council passed the resolutions proposing to withdraw City
support for outside funding without giving any notice to the public or to those directly impacted
by your proposed acfion. Union members, airport tenants, airport users, the Metropolitan Airports
Commission, and the public in general should haue had the opportunity to comxnent before the
Council went on record as no longer wanting state or federal help for this important project.
