1 WHEREAS, the State of Minnesota Department of Natural Resources through its Natural and
2 Scenic Area Grant Program has made funding available to assist local governments in acquiring
3 parkland to increase, protect and enhance natural and scenic areas; and
4 WI�REAS, the City of Saint Paul is an eligible applicant and desires to submit an
5 application to the Department of Natural Resources on March 31, 2004, in the amount of $113,000
6 for the Henry Park Acquisition project; and
WHEREAS, the City of Saint Paul is an eligible applicant and the Division of Parks and
Recreation wishes to submit a grant application for the following program, to wit
9 Henry Park Acquisition- An acquisition project which will purchase land in an area that has
10 been planned far Open Space along the Mississippi River bluff; and
11 WF�REAS, the Division of Pazks and Recreation documented in the Saint Paul Parks und
12 Recreation Plan, adopted August 28, 1996, the need to acquire areas representing significant
13 landforms, native plant communities, or sensitive habitat; azeas that connect existing components of
14 the open space network; and areas adjacent to existing parkland/open space; and
15 WHEREAS, the City of Saint Paul documented in Mississippi River Corridor Plan, adopted
16 August 25, 2000, that undeveloped bluffs should be protected and stabilized, through acquisition, use
17 of native species, building setbacks, and by prohibiting development on the bluff face; and
18 WHEREAS, Henry Park meets all of the above criteria; and
19 WHEREAS, upon approval of its application by the State, the City of Saint Paul may enter
20 into an agreement with the State of Minnesota for the above-referenced project, and the City of Saint
21 Paul certifies that it will comply with all applicable ]aws and regularions stated in the contract
22 agreement and described in the Compliance section of the Outdoor Recreation Grant Program
23 application; now, therefore,
2A BE TT RESOLVED, that the City of Saint Paul act as legal sponsor for the Henry Park
25 Acquisition project contained in the Natural and Scenic Area Grant Program applicarion to be
26 submitted on March 31, 2004, and that the Mayor and proper City officials are hereby authorized to
27 apply to the Department of Natural Resources for funding of this project in the amount of $113,000
28 on behalf of the City of Saint Paul; and

29 BE TT FURTHER RESOLVED, that the Mayor and proper o�cials of the City of Saint Paul
30 aze hereby authorized to execute such agreements as are necessary to implement the project on behalf
31 of the City.
