The city's role is narrowly limited to assist with site assembly and necessary ublic improvements; 23 2. The city's responsibility to provide public infrastructure improvements such as,basic sewer and water 24 connecrions and public access to the facility are limited in scope; � � 25 3. The city's total financial commitment is not to exceed 2.5% of the total constru� ion cost of a 26 stadium and that any city contributions must come from a clearly identifiable fundi g source that 27 does not reduce funding for city services or ongoing projects; 28 4. The facility must be consistent with design guidelines and enhance the urban setting a�d be 29 constructed of high quality materials; �'� 30 5. If the stadium is to be located within the downtown business district it must be connected � 31 skyway system; 32 6. The league commits to reforms that ensure the comperitiveness of small market teams and; the ._ 1 oN-� 1 7. The team coxnmits to at least a 30-yeaz agreement to remain in Saint Paul and that all public sector 2� costs are to be reimbursed if the team moves or if the stadium is to be replaced or significantly renovated prior the end of the 30-year agreement. 4 BE IT FUR RESOLVED that the Mayor's Office is requested to provide the city council with regular updates 5 regazding the variou roposals and legislafive initiatives to build a stadium, and 6 BE IT FURTHER RESOL that no proposal developed by ciry o�cials to build a stadium within the City of 7 Saint Paul may be submitted on alf of the city to the legislature except by resolution of the city council. 8 BE IT FINALLY RESOLVED, that the 9 the City of Minneapolis and other jurisc 10 major league sports stadium.
