WHEREAS, The Council, by resolution, C. F. No. 242401,
approved March 4, 196g, and the Mayor, on April 9, 1969,
issued a proclamation declarin.g that a state of emergency
existed; and
WHEREAS, The Department of Public Works now requests
the purchase of the necessary labor, equipment, vehicles
and material for the general clean up of flood debris; and
the Council of the City of Saint Paul is of the opinion that
an emergency exists within the meaning of Section 291 of the
City Charter in that failure to act promptly will work
injury to the public health, safety and welfare of the City;
now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul
does hereby declare that an emergency does exist; and in
pursuance of Section 291 of the Gharter, and with the
written consent of the Mayor and Gomptroller, as evidenced
by their respective signatures hereto, the Purchasing Agent
, is hereby authorized and directed to purchase the necessary
' labor, equipment, vehi�eles and material for the purpose of
the emergency general clean. up of flood debris within the
public right—of—way and on private property where it is
determined that an immediate health and safety hazard exists,
without advertisement and without✓acompetitive bids and that
said costs be charged to 196g Flood Emergency Fund No. 3271,
the estimated amount of said emergency general clean up
