04-252CouncilFile # oy-as� RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By: Refened To: Green Sheet # 3011675 /� Commitlee: Date 1 W NEREAS, Chapter 5.02 of the Saint Paul Administrative Code authorizes the Division of Contract and Analysis Services to 2 dispose of surplus city property and sets forth the procedures goveming the sale or donation of such property; and a WHEREAS, the Fire Department has received a written request from the Manzanillo's Volunteer Fire Brigade, a bona fide 5 fratemal nonprofit organization, dated 3anuary 28, 2004 (Attachment A) asking that the above mentioned property be donated s to the organization to help it carry out its mission; and 8 WHEREAS, the fire engine may be transferred to such fratemal organization for no consideration; and io WHEREAS, the City Council has determined that the 1984 L-8000 Fire Engine is no longer needed to carry out departmental 11 12 13 14 15 16 17 18 19 funciions and is obsolete; and W HEREAS, the City Councif's transfer of the fire engine would provide the City of Manzanillo, our Sister City, with means to supplement their fire suppression capabilities, and WHEREAS, the donation of such property to the Manzanillo's Volunteer Fire Brigade would be a City function, serve a public purpose and benefit the community as a whole by enhancing and strengthening the Citys relationship with its Sister City, now therefore be it 20 RESOLVED, that the City Council hereby authorizes the donation of the above described obsolete property to the 2� Manzanillo's Volunteer Fire Brigade, and be it 22 23 FURTHER RESOLVED, that said organization shall take responsibility for removing the obsolete property from City premises 24 in a manner and in accordance with the time line mutually agreed upon with the Saint Paul Fire Department and shall bear all 25 costs associated with the removal and transportation of the designated obsolete property and agrees to accept the property 26 27 28 29 30 Adopted by Council: Date /����f �? �j/p,� Adoption Certified by Council Secretary: I� Approv d Mayor: Date < 'S' C���a A � _ � � ' e� By: ;�v/i!/"✓r i as is; and be it FINALLY RESOLVED, that upon the donation, the City shall have no further responsibility for said property and sha11 not provide any warranty, maintenance, repair, technical assistance, or any other kind of ongoing support, nor assume any costs that may be related to the ongoing use of the property by the Manzanillo's Volunteer Fire Brigade. FEB 1� 2�04 f Financial Information: ���� �������g� (Explain) T , .. ay-ass ATTACHMENT A lvfiguel Angel Castro Palomino Member Sister City Committee of Manzanillo Manzanillo, Colima 28 3anuary 2004 Doug Holton St. Paul Fire Clrief St Paul, MN 55101 Dear Fire Clrief Holton: During our recern visit by members of the Sister City Committee of Manzanillo this past October, we had the opportunity to visit your office where we discussed the operarions of Manzanillo's Volunteer Fire Brigade. We also discussed how your department could be of help to our budding volunteer fire department. During our discussion, you advised that you had a fire engine that was no longer in use. Please consider this letter as our formal request for donarion of the fire engine to Manzanillo's Volunteer Fire Department. Ttus equipment would be used to prepaze us for any possible incidents and to prevent potential tragedies. As we indicated during our discussion, we have a wazehouse that serves as both fire station and office. We have a make-shift truck that holds and disburses water in the event of a fire. But notwithstanding the good intentions of our volunteer crew to serve the people of Maiizanillo, the equipment we have could simply not meet the necessities created by a serious or grave incident. Our city has approximately 130,000 inhabitants. There is also a significant migratory population which includes American and Canadian tourists who visit the city year after year. Many of the tourists own property in Manzanillo• Wth Your proposed donation, we are confident that the people of Manzanillo generally, and our visitors specifically, will feel secure in the fact that the City of Mam.anillo is prepared to meet an eventual disaster.
