This program is similar to the direct acquisition program undertaken by the Authority in the fall of 1968; however, the rate of acquisition will be slower than that of the earlier program. This will permit the Authority to select houses requiring less rehab- ilitation than some of those included in the earlier program, and should provide for a broader distribution in the caa�nunity, and avoidance of any concentration in a particu- lar neighborhood. It is hoped that these properties can eventua.11y be disposed to the low incame families as their family income increases, in accordance with the Department of Houaing and Urban Development's home ownership programs. The total development cost for acquisition and rehabilitation, and program administration, is $2,411,044.00 The Authority respectfully requests Council consideration and approval of the Develop- ment Program for Low Rent Housing Project No. Minn. 1-21. Z'he statute's failure to provide for consideration of fama.ly-size in applying the 30 percentile restriction, has deprived many needy families of decent housing withii� their means. Strict adherence to this provisi.on has created an obstacle to the esta.blishment of incoz►e limi.ts which realistically reflect the financial requirements of large far►ilies. I�. Pursuant to the provisions af the statute, the A�.ithority submitted a request to the State Director ot' Housing and Conununity Development, on April 5, 1968, asking that a he�ring be held to review the restriction on availability and proposing a xule which would modify the restriction iF found to be justified. . The proposecl rule modification provides a more realistic means of establishino income limits for the larger farnilies in the community who face the greatest difficulty in obtaining adequate housing. A hearing was held on July 30; 1968 (Exhibit V.) . The Authority has si.nce been advised that a favorable decision h�s been mr�de regarding the proposed rule modifi- cation and that �ae �•:ill subsequently receive formal notification of its approval. III. Procedures for Establishin P_ roposed Income I,imits The following is a sur,�;nary of the pracedures applied in determining the aMOUnts shown in the attached Inco:ne Limits Analysis (Exhibit Vz.) . 1 . The incomes shocan in column one of the Analysis were derived by determining � the amount of incone requir�d to pay the maximum rents allowed in public hnusing as established by the 20% gap requir2ment. The amounts are derived by applying the rent-income ratio used in the Authority's rent schedule to th� rent charged far the largest unit that might be occupied by each siz� famity. 2. The iricomes shown in column t:ao are based on the Bureau of Labor Statistics publi.cation: City Worker's Fa�ily Bud�et f.or a M oderate Srandard of Livi.eg. For continu�d occupancy, an amount of $275 per additional ninor is appLied. 5. 1he limits £or continue3 occupancy represent level� at which families re- entering the private housing marke� should begin to find adequate housing at reasonable cost, although these figures are still somewhat belo�a the amounts suggested by the budget analysis. IV. Conclusion The 30% availability requirement will be met under those income lim�ts proposecl for admission and continued occupancy for one through five persc�n famiLies, �nd for admission of six person families. The proposed limita applicable to six perso�ls for continued occupancy and alI Iarge.r families comply with the limitations prescribed under the rule change. It has also been demonstrated that the proposed limits comply with the 20% gap requirement. Therefore, the staff recommends that the Authority's Zcicome Limits for Admission and Continued Occugancy be revised as shown on the attached schedule, subject te concurrence by th� Housin� Assistance Administration.
