No. 241g01, adopted and approved by the Council of the City of Saint Paul on January 24, 1969, the Council did make certain findings and determinations respecting the Seven Corners Neighborhood Development Program Area, No. Minn. A-1-6, and did approve a Redevelopment Plan for said area, which Plan makes provision for expansion of existing educational and hospital instit,u— tions and for the general improvement of the project area; now, therefore, be it RESOLVED, By the Council of the City of Saint Paul, Minnesota, that with respect to the Redevelopment Plan for Seven Corners Neighborhood Development Program Area, No. Minn. A-1-6 Gentlemen: On January 24, 1969, after a public hearing upon the same, the Council dfd make certain findings and determinations by its resolution, Council File No. 241901, and approved a Redevelopment Plan for Seven Corners Neighborhoold Development Program Area, No. Minn. A-1-6. Under the prwisions of Section 112 of Title I of the Housing Act, the Secretary of the Department of Housing and Urban Development is authorized to credit as a local non-cash grant-in-aid of the project, certain expenditures for improvement and expansion of hos- pital and educational institutions within a renewal project area. Within the boundaries of the Seven Corners Project Area lie four hospitals and three educational institutions, the expansion of which would be aided by the Redevelopment Plan. As a condition of making claim for such non-cash grant-in-aid credit, Section 112 re- quires that the governing body of the locality determine that the undertaking of the redevelopment project will further pramote the public welfare and proper development of the coom�unity by making land available to such institutions and by creating a cohesive neighborhood envirornnent compatfble with the functions and needs of such educational and hospital institutions. The Authority, therefore, respectfully requests that the Council, based upon the data and documents considered by the Council in approval of the Neighborhood Development Program Application and Redevelopanent Plan for Seven Corners Area, make additional findings and determinations in accordance with the requirements of Section 112 of Title I of the Hous- ing Act. A-1-6 Dear Mr. Swmners: Find enclosed a proposed draft of a Council resolution making certain 8ndings and deter- minations with respect to the Seven Corners Area, which would make eligible, as local share non-cash grant-in-aids, expenditures by the four hospitals and three educational institutions that lie within the Seven Corners boundary. These determinations are spelled out in Section 112 of Title I of the Housing Act and are that, in addition to the elimination of slums and blight from the project area, the undertaking of the project will further pramote the public welfare and proper develop- ment of the community by making land available for disposition far uses in accordance with the Plan to educational institutions or hospitals and by providing, through rede- velopffient of the area, a cohesive neighborhood envirornnent compatible with the functions and needs of such institutions and hospitals.
