WHEREAS, Pursuant to resolution, C. F. The building is standing vacant , open, has been extensively damaged by fire and is subject to being entered by unauthorized persons; b. The exterior condition of the building is as follows : some of the cornice boards are missing, others are charred, the �ront porch shows some evidence of fire damage, some of the asbestos re-sidin.g material is missing, an.d most of the windows are broken, including sash and �rames; c. The interior condition of the building is as follows: the stair treads in the basement are smashed and some of the supporting �loor joists appear to be rotted; there is an open sewer in the basement allowing sewer gas to back up into the building; the kitchen cabinets have been smashed, the plaster is off the walls an.d ceiling in the kitchen, two bedrooms and bath on the first floor; the kitchen floor on the second floor has sagged; there are holes in the walls , the floor has sagged also in. the dining room and living room, the rear in.terior stairway has smashed stair treads ; the plumbing system has been damaged by vandals who have stripped the lead from the cast iron calk joints ; and the heating system is also inoperative as the heating air pipes have been torn out; d. The interior of the building is littered with combustible material; e. The building in the above condition is beyond reasonable repair; f. The building is unfit for human habita- tion in its present condition and the above corrections must be made in compliance with the Building ,Code and the Housing Code o� the City of Saint Paul in order to make the same habitable; � • • • y,�'�•,-�• x..���Y /L i: . ) �. i�� .L"�i 14. ...i: .t Page 3. g. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate main.tenance; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Council of the City o� Saint Paul does hereby make the following Order: ORDER , l. The owner of the above-described building shall make the same safe an,d n.ot detrimental to the public peace, health, safety and welfare by havin.g the said building razed and the materials therefrom removed from the premises within thirty (30) days from the date o� the service of this Order. 2. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in. the Office of the Clerk of the District Court of Ramsey County, Minnesota, within. twenty (20) days �rom the date of the service of this Order, a Motion for Summary Enforcement of this Order to raze and remove the said building will be made to the Ramsey County District Court. 3. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court , all personal property or fixtures which may unreasonably in.ter- fere with the razin and removal of this building shall be removed within ten �10) days from the entry of judgment; and if n.ot so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law. Members of the City Council Re: File No. 1970--697 Jackson Street Gentlemen: The Build.ing Department is hereby submitting its report on the cond.ition of the property known as 697 Jackson Street, a duplex of frame construction t�vo stories in height with a fu11 basement. The building is ap�proximately 22 ft. wid.e, 48 ft. long and. 32 ft . high. The owner of record. is Angelo Del Castillo, and. the legal d,escription of the property is the Easterly one half of Lot 5, Block 13, Ashton and. Sherburne Ad.dition. At the present time the build.ing is vacant and standing open. It has been extensively damaged by fire late last fall and this department has been unsuccessful in having the owner assume his responsibility to remove or keep the property secure. It has also been d.amaged by vand.als. A recent inspection indicates the following: EXTERIOR. Some of the cornice board.s are missing, others are charred. The front porch shows some evidence of fire d.amage. Some of the asbestos re-sid.ing material is missing. Most of the wind.ows are broken, including sash and .frames. BASEMENT. The stair tread.s are smashed. and some of the supporting floor joists appear to be rotted. There is an open sewer in the basement allowing sewer gas to back up into the building. FIR.5T FLOOR. Contains four rooms and. bath. The plaster is off the wall.s and. ceiling in the kitchen, two bedrooms and. bath due to fire d.amage. Contains five rooms and bath. The kitchen floor has sagged.. There are holes in the walls. The floor has sagged. also in the d.ining room and living room. The rear interior stair- way als o has smashed. stair treads. The plumbing system has been d.amaged. by vandals who have stri�pped. the lead. from the cast iron calk joints. Inasmuch as a reha�silitation schedule has not been submitted by the owner, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, d.ila�pid.ation, physical damage, unsanitary condition and. aband.onment, the above structure constitutes a hazard to public health, safety and. welfare.
