1 WHEREAS, The City of Saint Paul, Pazks and Recreation provides property maintenance services as requested by the
2 Department of Planning and Economic Development and property abatement services as requested by the Department of
3 Neighborhood Housing and Property Improvement; and
4
5 WHEREAS, one of the seroices provided is the handling of snow clearing duties at P.E.D. owned properties and at nu[sance
6 properties at the request of City Code Enforcement Inspectors; and
7
8 WHEREAS, in order to properly provide these services, Pazks and Recreation owns and maintains the small and spec�alized
9 equipment required to complete these tasks; and
10
11 WHEREAS, in retum for this service Parks and Recreation receives payments at a pre-determined rate, a pomon of which
12 is for equipment use; and
13
14 WHEREAS, fund balance has been generated as a result of these payments to allow for rem,�esrinent in equipmenf; and

16 4VHEREAS, the pick-up and plow combmation used for plowing the sidewalks as associated w�th this service is out-dated and
17 in need of replacement, unfortunately the size of pick-up which allows for it to be used as a sidewalk plow �s no longer
18 manufactured; and

19 4VHEREAS, The equipment needs of providing these services have been rev�ewed by the activity and section managers; and
20
21 WHEREAS, it has been determined that in order to continue providing these services as efficiently as possible a new snow
22 handling device is needed; and
23
24 WHEREAS, it is the request of Park and Recreation that the use of fund balance be author�zed for the purchase of a
25 Bombazdier high-speed tracked sidewalk snow removal vehicle with snow-blower, sand spreader, and plow attachments; and
26
27 WHEREAS, if this purchase is not authorized the other oprions would be to use a pick-up and trailer to haul a skidsteer, or a
28 pick-up to haul snowblowers to the work site; and
29
30 WHEREAS, benefits of the Bombardier include: it does not need to rely on other forms of transportahon to arnve at the work
31 site, increasing efficiency, at a width of 48 inches the unit is ideal for clearing City sidewalks, and Parks and Recreahon
32 employees will not need to lift snow blowers out of pick-up trucks for this service, reducing the risk of injury; and

34 WHEREAS, Fund 370 has fund balance sufficient to cover this cost; and
35
36 WHEREAS, the Mayor, pursuant to Secrion 10.07.1 of the Charter of the C�ty of Samt Paul, does cert�fy that there are
37 available for appropriation, funds of $100,000 in excess of those estimated m the 2004 budget; and

39 WF3EREAS, the Mayor recommends that the following addirions be made to the 2004 budget:
