1 WHEREAS, the Crifical Incident Response Team (CIRT) of the Saint Paul Police Department is conducting
2 weapons and tactical training.

4 WT3EREAS, this tranung is of an advanced nature and the facilities required must provide muifipurpose ranges
5 and a mock vitlage where gas, smoke, and simunitions will be deployed. The facility must also include
6 structures for tactical assault, rescue, and entry.

8 WIIEREAS, this training will take place on September 14-17, 1997 at the United States Army Base located at
9 Camp Ripley, Fort Ripley, Minnesota.

THEREFORE BE IT ORDERED, that the City of Saint Paul pay for expenses of the CIRT members including
lodging and meals. Advance monies will be administered to Lieutenant Timothy Leslie for meal expenses, and
lodging expenses will be paid to Camp Ripley upon completion of the training. Totai cost is not to exceed
$2,700.40.

The Saint Paul Police Department's CIRT Team will be required to travel to Camp Ripley on
September 14-17, 1997 in order to utilize the United States Army's advanced training facility
there so as to better prepare the CIRT officers for critical incidents.
�Ihe CIRT members would be better prepared as a cohesive unit to deal with incidents in the
City of Saine Paul that would threaten citizens. The CIRT members would also be able to use
this training in order to help their fellow officers on the department.
