WHEREAS, the Port Authority of the City of Saint Paul d/b/a Four Points Sheraton,
located at 400 Hamline Avenue in Saint Paul, has requested a waiver of the 45-day notice
requirement for issuance of on-sale liquor, Sunday on-sale liquor and 2 a.m. closing licenses;
and
WI�REAS, the District Council 13/ Lexington Hamline Community Council has agreed

to the waiver of the notice requirements; and
WFIEREAS, the Council finds that the application is in order and there are no grounds for
denial of the license and that failure to grant the waiver and the consequent delay in approving
the license would cause exceptionai and unusual hazdship to the license applicant; and
WHEREAS, the licensee agrees that in the event a complaint is received prior to the
expiration of the 45-day period and the complaint provides a basis for adverse action against the
license, that the Office of License, Inspections and Environmental Protection may direct the
licensee to immediately discontinue all operations until a public hearing is scheduled, and that
the licensee shall comply with said directive; now, therefore, be it
19 RESOLVED, that the 45 day notice requirements of §409.06 of the Saint Paul Legislative
20 Code are hereby waived and on-sale liquor, Sunday on-sale liquor and 2 a.m. licenses are issued
21 to the Port Authority of the City of Saint Paul d/b/a Four Points Sheraton, located at 400
22 Hamline Avenue in Saint Paul, subject to the agreement stated above.

The Port Authority has transferred the Contract for Deed of Grosvenor
Properties, Limited at the Four Point Sheraton Saint Paul/Capital Hotel. The Port
Authority has hired Regency Hotel Management Company of Sioux Falis, South
Dakota to manage the property, and because of this management change, the
Port Authority needs liquor license, hotel license, and restaurant ficense for the
property.
We have asked Ms. Jessica Treat at District Council #13, Lexington-Hamline
Community Council, to waive the 45-day notice requirement to obtain liquor and
operating licenses at the property. Enclosed is a copy of their letter waiving this
45-day requirement period.
Therefore, we are asking that the City Council put on its consent agenda for their
regufar meeting on February 18, the approval of the liquor license for the Four
Point Sheraton Saint PauUCapital Hotel at 400 Hamline Avenue North, Saint
Pau4, Minnesota.
