Preliminary and Final Plat Approval for FORT ROAD ADDITION # 3
WHEREAS, Parking Services Inc., has submitted for City Council approval the attached preliminary and finai
plat for subdivision of property at the SW corner Smith and Keilogg Blvd. to create two commerciai parcels; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended
conditions, that it rneets the requirements of Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property includi�g all property situated within 350 feet of
the subject property; and
WHEREAS, the City Councii held a public hearing on the proposed plat on February 4, 2004, where all interested
parties were given the opportunity to be heard and the Councii considered all the facts and recommendations
concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached preliminary
and final plat for FORT ROAD ADDITION # 3 at the SW corner Smith and Kellogg Blvd. subject to the following
conditions:
1. The developers consuit with the Saint Paul on the Mississippi Design Center to ensure that the new
development conforms to the building design guidelines found in the Saint Paul on the Mississippi
Development Framework.
2. The applicant shall file a copy of the Cou�cil Resolution approving fhe plat with the Ramsey County
Recorder's Office.

G. DISTRICT COUNCIL RECOMMENDATION: None received at the time the staff report was
prepared.
H. REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that ail of the following findings
shafl be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied wrth. City staff have
reviewed the proposed plat and have determined that a!1 appiicable provisions of city codes
are met.
2. The proposed subdivision will nof be detrimental fo the presen# and pofential surrounding
land uses. The proposed plat is consistent with the surrounding land uses, and wili not be
detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be plenned and deve(oped in coordination and
compatibility with the proposed subdivision. The area surrounding the proposed plat is
already developed and compatible with the proposed plat.
4. The subdivision is in conformance with fhe comprehensive plan. The subdivision conforms
• to Land Use Plan Policy 4.2.2, which states that Downtown Saint Paul should have aIl of the
land uses of a healthy downtown, including visitor accommodations. The subdivision will be
in conformance with Land Use Plan Policy 4.2.3 provided the site pfan for the new

development incorporates the Saint Paul on the Mississippi Deve/opment Framework
buiiding design guidelines, which seek to ensure that each building, including parking ramps,
contributes to the life of the street and contributes to the public realm. The plat also
conforms with redevelopmenf p(ans for the area.
5. The subdivision preserves and incorporates the site's important exisfing natural feafures
whenever possible. The site is in a fully-developed part of 5t. Paul with no remaining natural
features.
6. All land infended for buildrng sites can be used safely without endangering residents by peri!
from floods, erosion, continuously high water table, severe soil conditions or other menace.
The site is a flat, fu(ly devefoped area with no flooding, erosion, high water table or soil
condition problems.
7. The subdivision can be economically served with public facilities and services. The
subdivision can be economically served with public facilities and services from surrounding
streets.
STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the final plat for FORT ROAD ADDITION NO. 3 subject to the following conditions:
1. The developers consult with the Saint Paul on the Mississippi Design Center to ensure that
the new development conforms to the buiiding design guidelines found in the Sainf Paul on
the Mississippi Development Framework.
2. The applicant shall file a copy of the Council Resolution approving the plat with the Ramsey
County Recorder's Office.
