Dear Commissioner Vavoulis;

Thank you for the copy of your letter of April 14 (which I received April 18)
to the Honorable Thomas R. Byrne, outlining your reasons for the proposed
"consolidation" of services to youth in St. Paul by the Department of Employ-
ment Security. I would also like to express my appreciation, and the appre-
ciation of the YOC Advisory Council, for the time and consideration you gave
us in your offices the afternoon of April 14.
In view of your graciousness to us, I was somewhat shocked at the tone of
your letter to the Mayor, particularly those portions at the beginning and
at the end o£ your letter. The Mayor and the Council members, in what seemed
to me to be a very dignified and reasonable resolution, asked that the Depart-
ment of Employment Security reconsider its decision. They gave some good
reasons for their request in view of the contributions of the Center and the
timing of its "relocation", if you prefer that term rather than "closing",
although I gather from your letter to the Mayor as well as comments made
personally by you to members of the Advisory Council, that the designation
of YOC will no longer be used after July 1, 1969. Their request to you also
seemed appropriate and admirably restrainted in view of the fact that the
government of the City of St. Paul had not been consulted nor even advised of �
the proposed "relocation".
In your letter to the Mayor, you point out (as apparent justification for the
"relocation") that 60 percent of the young people in the 16 through 21 age
group have been making their applications to the dawntown office rather than
at the YOC. It appears to me that this amply jusCifies YOC in its present
location sincc it means 40 percent of youth did use the exCensive facilities
of YOC, a iigure I am surc none of us etipected when YOC was established. It .
further strongly justifies the placement of L-acilities in a neighborhood where
youth previously had not used tf�e Department's help. That was the purpose
ior the esrablishment of 1'OC, to serve youth who ordinarily would not be served
rather than serve all of youth.

Our Advisory Council did not take this matter lightly nor do they now. They
still feel a place where only youth is served will best serve youth. The
members of the Advisory Council, as you know, represent almost every segment
of the population and the fact that they unanimously opposed this move should
be taken into consideration, particularly now that we know this is not an
"econom�' rmve. If they are an Advisory Council and their cortsidered judgm�nt
ie flo� otj7.y t�oC sou�ljG bu� i�no�eci, then �he purpnse of �he Council is at best
window-dressing and at worst insulting. We accepted your regret at not inform-
ing us about your decision. We would rather be consulted before a decision is
made rather than informed after it was made. Isn't that the function of an
advisory council?
We do not see the downtown office as centrally located to the youth who need
, to �be served nor do we feel that YOC services are rejected by any large num-
ber of youth because they are married or veterans or because they will be seen
as delinquents if they use YOC.
On the other hand, we respect your reasons for the proposed "relocation" and,
of course, your right to make any decision which seems appropriate. We are
disappointed that you apparently are not reconsidering the decision.

Dear Mayor Byxne:
I am appalled by the actions of the Mayor and those members
of the St. Paul City Council who, in voting for a resolution passeci
March 23, condemned an act o£ the Diinnesota Department of Employment
Security without first ascertaining fihe facts.
Here are the facts:
The Youth Opportimity Center (YOC) and the Apprenticeship
Center (AIC) are not being "closed," the supposed action upon which
youx resolution tiaas based.
The Youth Opportunity Center and Apprenticeship Infoxmation
Center are being relocated to improve em�loyment services for all
employ:nent service clients including young people and the membexs of
_ minority groups.
To accomplish_ this goal of better service, the follotiving
steps are being taken:
' 1. The branch office in the Summit-University area, noiv
located at 637 Selby Avenue, is to be relocated at 401 Selby Avenue,
a considerably larger space. Personnel in this office will be expanded .
froin five (5) to �eighteen (18) staff inembexs with tlie additional stiaff
being dra��,m from the YOC and AIC.
. 2. As a new, improved service at no additional cost, a
Jobmobile �a house trailer ec�uippecl as an o££ice) will be stationed
- on the �aest side in the Our Lady of Guadalupe Church area. The Job-
mobile will be staffed ��ith three (3) permanent, full-time pexsonnel.
3. As another additional service, also at no extra cost,
four (4) full-time staff inembers ���ill be sfiationed on the east side--
one in eacti of the housing developments (�•7cDonough, Roosevelt and A4t.
Airy} �vith an additional person to seek out Target Area residents
who are in need of the Departnent's services. �

. 4. Additional personnel will be allocated to the St. Paul �
do�vntown of£ice at 390 North Robert Street to improve youth services.
This would insure the availability of specialized counseling services
for youth in the dotivntown location. Youth counseling �aas discontinued
in the do►vntocan office when the YOC was established,
In support of this plan, I would like to point out that
approximately 60 per cent of the young people in the 16 through 21
� age group have been making tt�eir applications to the dotvnto�an of£ice
�rather than at the YOC. �
Reasons for this preference for the do�,mtown office are:
1. It is more centrally located.
2. Many young people in that age group, particularly the
young marrieds and returning veterans, consider themselves to be adults.
3. Some young people feel using the YOC will classify them
as delinquent. � �
In addition, young people ��ho come to the downtown office
and who need specialized counseling have been referred to the YOC. The
"fall out" percentage as a result of this referral has been high.
One more point that should be mac�e. This ti�as not an "economy"
move. The resulting economy of about $13,000 annually is a welcome
by-product of the �realignment of personnel and the strengthening of
services. �
The Council's resolution stated the Department should
"reconsider its decision in the light of the obvious needs Qf the
inner city as well as the highly �adverse impact this decision will
have upon social tensions i.n St. Paul."
Perhaps the Council now would like to reconsider its resolu-
tion in the light of the�facts which it didn't see fit to seek before
going on the record as opposing what obviously is a strengthening of
employment services to the community as a whole. �
1Vith all of the problems the community has--tax, housing,
recreational, social, etc.--greater cooperation is needed between
government agencies and associated groups. �='-'�-` :^

Rash actions such as� condemning another g+�overnment agency
without seeking all the facts not only do not contribute to coopexation,
but also damage the community effort by needlessly stirring up contro- ' �
versy which �adversely affects the people �ve are trying to help.
As a matter of policy, the i�iinnesota State Employment Service
is constantly revieti�ing its policies and its operations to find ways
to strengthen its services and to give the greatest possible service �
at the �least possible cost. � �

I can�fi believe that the Mayor and the City Council, a govern-
mental body itself, are opposed to that policy. Nor do I think the
Mayor and the City Council would oppose, for purely political reasons,
a strengthening o£ community services.
I therefore must assume that the Mayor and the City. Council acted
as they did through ignoxance of many pertinent facts. There is no
excuse £or this wlien a simple request would have made--and still can
make--a12 of the facts available. �
