5 WHEREAS, the City desires to enter into an agreement with the Union Pacific Railroad which defines engineering,

As part of the Phalen Boulevard project, Atlantic Street in the azea of the railroad hacks will be improved. Because of the connection of
Atlantic, into Phalen Boulevard, the traffic levels on Atlanric will increase, requiruig a signalized crossing.
