RESOLVED FURTHER,, That a public hearing be had on said a,ssessment on the 16th
da.y of epril, 1969 , , at th� hour of 10 o'clock A. M., in the Council Chamber of -
the Court House and City Hall Building, in the City of St. Paul; that the Commiasioner of Finance
give natice of said meetings, as required by the Charter, sta.ting in said notice the time and place of
hearing, the nature of the improvement, and the amount assessed againat the lot or lots of the particular
owner to whom the notice is directed.

: Proposed rezoning of
' Bialka property
On May 7, 1969, the Council laid over for six months an Ordinane�;
C.F. 243319 involving a zoning amendment to the above property.
At that time, the Council requested that the Planning Board and
staff work with the various organizations in the area towards develop-
ing a Master Plan for this general area. The area involved in the
study undertaken was that bounded by I-35E, Wheelock Parkway, DeSoto,
and Maryland. „
On October 27, 1969, the Council was requested by the Planning Board
for a month�s extension of time. On October 29, 1969, the Council
granted the Board and the Community an extension of time to November 25,
1969. �
At its regular monthly meeting on Friday, November 21, 1969, the
City Planning Board of Saint Paul considered the staff's zeport concern-
ing this area. It was the decision of the Board, on the advice of the
Corporation Counsel, that a public hearing is mandatory if any con-
sideration is to be given to any proposed change in the Comprehensive Plan.
On this basis, the Board took the following action: "The Comprehensive
Plan not be modified until such time as a public hearing is held on the
matter."
A sub-co�nittee of th e Planning Board was appointed to work with the
citizens for the purpose of.establishing the time arid place of a public
hearing and to establish the specific proposals to be considered at any
public hearing. Further, that this Committee will report to the Planning
Board at its December 12, 1969 meeting. Subsequent to the December meet-
ir►g of the Board a public hearing will then be scheduled for January, 1970.

It was the concensus of the Board that, until an adequa.te public hear-
ing could be held, the Council should consider that the Board feels
the provisions of the 1963 Comprehensive Plan prevail.
The City Planning Board of Saint Paul would like to make the Council
aware of the fact that this is the first time that the community has
had an opportunity to be involved in the development of a land-use policy
for their area with all of the concomittent problems of citizen-involvement
and communication. A considerable amount of effort has been expended with
t he definite possibility of future positive improvements if given ,the time
and opportunity to better resolve present differences.
With this in mind, it would be greatly appreciated, by all concerned,
if the Council would delay action on the rezoning until after the public
hearing has been held concerning any proposed Comprehensive Plan change.
