Past service on CIB Task Force OLk-"1s3 Gity of Saint Paul, Minnesota Responses to Committee Membership Application January 24, 2002 What skills, fraining or experience do you possess for the commiftee for which you seek appointment? I offer a mix of experience in municipal finance and in economic and community development which, during my recent service on the Residential and Economic Development Task Force, allowed me to contribute to th2 process of ranking projects. As a Project Manager at Springsted, I work with cities, counties and school districts to finance pubiic projects, manage debt, and develop long-term fiinancial pians, in this role, i have buili a sound understanding of the difficult choices facing public entities and the disparate priorities they must reconcile. In the process of helping clients issue $350 miilion in bonds, I have developed skills applicable to service on the Capital Improvement Budget Committee. I am confident that these will allow me to add to the group's deliberation. I also bring a background of neighborhood-level development. I currently serve on the Board of Directors of the Greater Frogtown Community Development Corporation, and support their mission of encouraging home ownership via creative financing altematives. With earned revenue and funding from the City's CIB program and area foundations, the GFCDC has developed a record of success of which I am proud to be part. Prior to my invoivement with the organization, I served as a member and Vice President of the Merriam Park Community Council, which sponsors a number of neighborhood improvement programs. Reasons for your interest in this particular commiftee: The interests that have led me to my work experience and civic involvement described above also drive my desire to serve the City on the CIB. The ongoing tension between finite resources and neighborhoods' individual wish lists requires that members of the committee bring a deliberate, skilled, citywide perspective to the process. With public financial background and experience in neighborhood development, I will provide this perspective. Have you had previous confact wifh fhe commiifee for which you are making application? lf so, when, and what were the circumstances? As a member of the Residential and Economic Development Task Force, I helped to form recommendations to the CIB concerning relevant proposals. 0-3 Rr;,,1F[} Application for Committee, Board, or Commission Please return to Mark Engebretson Mayor's Office, Room 390 City Hall 15 West Kellogg Blvd., Saint Paul, MN 55102 Phone:651-266-8533 Fax:651-266-8513 LIU6 c"• 202 fi (,' ; ;r`. 7he Minnesota Government Data Prac[ices Act (Minaesota Statutes Chapter l3) gover¢s tLe City's use of the iaformation coatained in this application.
