WHEREAS, The U. S. Weather Bureau and the United States
Army C,orps of Engineers have advised that it is extremely
likely that Saint Paul and surrounding communities will
�. experience a flood during the spring of 1969 of unusually
serious magnitude; and
WHEREAS, The Council of the City of Saint Paul, by its
resolution, C. F. No. 242653, adopted March 18, 1969, declared
that such an emergency exists; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does
hereby reaffirm that an emergency does exist and that failure
to take the necessary steps to protect the prop�rty of the
City against the impending flood of the Mississippi �tiver
without delay may work injury upon the City and that pursuant
to Section 291 of the Charter of the City of Saint Paul and
with the written consent of the Mayor an.�the Comptroller, as
evidenced by their respective signatures hereto, the
Purchasing Agent is hereby authorized and directed to purchase
the necessary materials, supplies and labor for the removal
of approximately 300 lineal feet of railing, walk and ;water
main, and approximately 150 lineal feet of bridge dECk on
the Navy Island Bridge, to prevent damage and loss thereof,
without advertisement and without competitive bids, the
estimated cost thereof is Four Thousand Dollars (�4,000.00) ,
and said cost to be charged to P.I.R. Fund 6000, to be
reimbursed by Flood Emergency Funds. ���y�,
