04-198Sv�S � �Zv ��� ��'� \�` Page 1 of 3 Council File # /J� /�� Green Sheet # 3011396 Presented By Referred To RESOLUTION CITY OF SAINT PAUL, MINNESOTA Committee: Date: 1 WHEREAS, the State Department recently announced that the United States will grant refixgee status to 2 approx'vnately 14,000 refixgees currently living in a refugee camp in Thailand; and 4 WHEREAS, the City of Saint Paul is home to the largest Hmong population in the United States and the highest 5 concentration of Hmong professionals and organizarions; and 6 7 Wf�REAS, based upon these factors, it is likely that many of these refugees will come to the City of Saint Paul 8 to live; and 9 10 WHEREAS, it is deemed important to the public interest to bring together various City, County, State, Federal ll and charitable agencies in order to determine in advance how best to integrate these refugees into the 12 community; and 13 14 WHEREAS, the first step that should be taken is to assess the needs of these refugees prior to their arrival to the 15 United States; and 16 17 WHEREAS, these entities ha�e assembled a delegation of representatives ("Delegation") that will travel to the 18 refugee camp in Thailand for the purpose of assessing the physical needs and medical conditions of the 19 refugees, and for the purpose of both assessing and communicating to the public the nature of the conditions 20 under which these refugees have lived ("the Mission"); and 21 22 23 24 25 26 2� 28 29 30 31 32 33 34 35 36 37 WHEREAS, the Delegation consists of approximately seventeen individuals, representing the following entities, including, but not limited ta the City of Saint Paul; the Saint Paul Public School District; the County of Ramsey; the State of Minnesota; federal elected representatives from the State of Minnesota; the Amherst H. Wilder Foundation; Regions Hospital; and Catholic Charities (hereinafter, collecrively, "Mission Partners"); and WHEREAS, the Saint Paul Foundation, the F. R. Bigelow Foundafion, the Xcel Foundation, the Pioneer Press Contribution Committee and the McKnight Foundation (hereinafter, "Grantors") haue offered to pay $5,000, $10,000, $2000, $10,000 and $7500, respectively, for a total of $ 34,500 in funds to the City far the use of the Mission Partners, to enable them to send Delegates to cany out the Mission; and WHEREAS, each of the Grantors will enter into agreements with the City, whereby the City, in exchange for payment by the Grantors, will coordinate the mission, act as receiver and disbursing agent for all of the funds and will send up to six City officials and/or employees to assume duties as part of the Delegation; and WHEREAS, each of the Mission Partners will enter into agreements with the City, whereby the Mission Partners, in exchange far disbursement of expenses, agree to perform the purposes of the Mission; and Page 2 of 3 � 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 O� ��s� WHEREns, the Mayor, pursuant to Secrion 10.07.1 of the City Charter, does certify that there are funds of $34,500 available for appropriation in excess of those esrimated in the 2004 Budget; and W��ns, the Mayor recommends the following changes to the 2004 Budget: Financing Plan Fund O50 Special Projects General Government 30110 Mayor's Special Initiatives 6970 Grants Total Changes to Financing Spending Plan 30110-0251 Transportation 30110-0252 I,odging and Meals Total Changes to Spending Current Bud¢et $ 0 � Current Bud�et $0 � � Chanees $34,500 34 500 Chan�es $17,000 17 500 34 500 Amended Bud�et $34,500 34 500 Amended Bud� $17,000 17 500 NOW THEREFORE, BE IT RESOLVED: 34 500 That the Delegation will serve a public purpose by traveling to the refugee camp in Thailand for the purposes of the Mission stated above; and That the City of Saint Paul finds that a valuable public purpose will be served by sending City elected officials and City employees to Thailand as part the Delegation; and That the proper City officials are authorized to execute agreements with the Grantors, whereby the Grantors agree to make the payments specified above, and whereby the City agrees to (1) provide City officials and employees as members of the Delegation, and (2) provide administrative and organizational support for the Mission, including serving as the receiving and disbursing agency; and That the proper City officials are authorized to execute agreements with the other Mission Partners, whereby the City agrees to disburse proportionate funds for the eacpense of Delegates representing each Mission Pariner, and the Mission Pariners agree to perform the purposes of the Mission. 1�i�� Page 3 of 3 1 THFxEFORE, BE IT RESOLVED, that the City Council approves these changes to the 2004 Budget.
