WHEREAS, The City of Saint Paul is presently confronted
with the possibility of a flood; and
WHEREAS, Farmers Union Grain Terminal Association owns
grain storage facilities along Shepard Road in Saint Paul; and
WHEREAS, The Council of the City of Saint Paul has
determined that the emergency flood protection and protective
t measures to be taken by the Farmers Union Grain Terminal
!'� Association will tie with and be a part of the City' s
emergency flood wall and protection and further will prove
to be a benefit to the City as a whole and to the property
adjoining the said terminal association' s grain storage
facilities; and
WHEREAS, In the event a serious flood occurs, the City
of Saint Paul may not have sufficient manpower, equipment
and materials to protect the said grain storage facilities;
and
WHEREAS, The Council of the Gity of Saint Paul aeknowledges
the importance of pro�ectix�g said sto-rage �a`ci�iti:'es' for 'the
reasons set out above and for the following reasons:
1. To prevent damage to or destruction of
the grain owned by the United States Government
and hence by all the citizens of the United States;
2. To prevent storage tanks from rupturing,
FORM PPROV and thereby preventing grain from clogging City
sewers, contaminating rivers and creating noxious
dors;

3. To prevent ruptured tanks from endangering
lives of other citizens and property in the near
vicinity;

4. To prevent concrete structures
bordering the public highway from being
toppled onto the public highway (Shepard
Road� and into the navigable waters of the
Mississippi River, and to thereby prevent
probable damage to bridges and roads;
5. To protect the pavement and road—
bed of Shepard Road;
6. To keep said storage facilities
functioning so that the jobs of many Saint
Paul citizens will be preserved and the real
estate value of said facilities preserved;
'7. To protect adjoining railroad
tracks, thus continuing the flow of interstate
commerce;
now, therefore, be it
RESOLVED, That in the event and in preparation of a flood
during the year 1969, the Gity of Saint Paul authorizes the
Farmers Union Grain Terminal Association to take whatever
emergency measures are necessary to preserve life and health
and to prevent damage to property including the said grain
storage facilities.
