1 Resolution Stating the City's Policy on the Location of a Voluntary Donation
Booth at Como Zoo
3 WHEREAS, one of the City of Saint Paul's greatest assets is the Como Zoo, wluch has a long history of being a free
4 zoo accessible to all ages and incomes; and
5 WHEREAS,SaintPaulPazksandRecreationiscommittedtoprovidingthebestqualityeducationalandrecreational
6 experience at the Como Zoo; and
7 WI3EREAS, the City Council, Mayor and Saint Paul Parks and Recreation aze equally dedicated to ensuring that
8 this opportunity is freely open to all citizens of Saint Pau1 and the entire State of Minnesota; and
9 WHEREAS, the Minnesota State Legislature, in the 2000 CapiYal Investment (Bonding) Bill, 2000 Minnesota
10 Session Laws § 492, Sec. 7, Subd. 13, set forth a requirement that Como Zoo must maintain free admission until
I1 the $16 million in state bonding provided far construction of educafion, administration, meeting, and visitor
12 reception faciliries at the Como Park Education Resource Center is repaid; and
13 WIIEREAS, the 2004 City Budget for the Division of Pazks and Recrearion identified revenues from public
14 donations in the amount of $95,000 to be collected from patrons of the zoo; and
15 WI�EREAS, the placement or location of a booth to collect voluntary donations near the entrance of the zoo can
16 create the perception that donations are required or encouraged for zoo use; and
17 WHEREAS, the City Council does not want to create even the perception that a donation is necessary for use of the
18 zoo; Now, therefore, be it
14 RESOLVED, that it sha11 be the policy of the Ciry of Saint Paul to adhere to the requirements of the 2000 Capital
20 Investment Bill; and be it

1 FURTHER RESOLVED, that if an educarional kiosk for the purpose of collecting donations were to be located in
2 Como Zoo, it shall be the policy of the City that the booth shall not restrict the free flow of zoo patrons in and out
of the zoo; and be it
4 FINALLY RESOLVED, that the request for donations sha11 be done in a manner that will continue to make all
5 visitors feei welcome and appreciated and that the educational kiosk sha11 not create the perception of a required
or voluntary admission fee.
