1 WHEREAS, the owner of the business North Staz Steel, property located at 1678 Red Rock Road, has
2 requested the release of City interest in a sma11 portion of pazkland abutting the northerly part of the
3 above-mentioned property at 1678 Red Rock Road, and;

5 WI3EREAS, St. Paul Parks & Recreation Commission on October 13, 2004, by its resolution #04-23,
6 declazed the pazkland under consideration surplus and approved its conveyance for the market value as
7 determined by an independent appraisal, a copy of Parks resolution #04-23 is attached hereto, and;

WHEREA5, City of 5t. Paul, Department of Parks (Parks) concurs, by this resolution, that the portion
of pazkland under consideration is surplus to its needs; and
WHEREAS, pursuant to Section 13 of the City Charter, an independent appraisal of the Pazks properiy
has deternuned its market value to be $21,700 (Twenty-one Thousand Seven Hundred Dollars), so;
THEREFORE BE IT RESOLVED, the pazkland under consideration is hereby vacated and released of
its City interest and the proper City officials are hereby directed to convey said property to North Star
Steel for the appraised value of $21,700 plus reimbursement costs for appraisal work completed by the
City Real Estate Division on behalf of North Star SteeL The funds generated by the sale of this property
is to be deposited into the Parkland Replacement Fund 720-50087-4206-xxxxx .
21 BE IT FCTRTHER RESOLVED, that an acceptable landscape buffer be put in place between the City
22 property and the North Staz Steel Facility to the satisfaction of the City.

RESOLUTION 04-23
WHEREAS, the Saint Paul Parks and Recreation Commission is an appointed body established to
advise the Mayor and City Council on long-range and caty-wide matters related to Parks and Recreation; and
WHEREAS, Secrion 13.01.1 of the Ciry Charter requires that the Commission review any diversion
or disposal of pazk property and piesent a recommendauon to the City Council; and
WHEREAS, the City of Saint Paul, Division of Pazks and Recreation, owns park property located
adjacent to and north of property owned by North Staz Steel; and
WIIEREAS, North Staz Steel, Saint Paul Facility owns property located at 1678 Red Rock Road,
Saint Paul, Minnesota; and
WHEREAS, North Staz Steel has indicated that it inadvertently has filled and developed a fenced
pazking area for its use which encroaches onto adjacent park property; and
WHEREAS, North Staz Steel desires to purchase the developed parking area up to and including the
fence; and
WHEREAS, the fill area extends beyond the proposed purchase area; and
WHEREAS, the Division of Pazks and Recreation has reviewed and believes that North Star Steel
should provide a landscape buffer on the fill in the park which is acceptable to the City; therefore
BE 1T RESOLVED, that the Saint Paul Parks and Recreation Commission concurs with the disposal
of the proposed property and in accordance with the City Charter Seciion 13A11 recommends approval by
the Saint Paul City Council.
BE IT F[7RTHER RESOLVED, that the Saint Paul Parks and Recreation Commission recommends
that a landscape buffer acceptable to the City
