1 WI-IEREAS, Neighbarhood Housing and Property Improvement (NHPI) has requested the City
2 Council to hold public hearings to consider the advisability of revoking the rental registration certificate
3 for a single family rentai properry located at 1146 ROSS AVE and registered to Abdul L. Sannie
4 Ariyibi; and
WHEREAS, on August 12, 2004, NHPI conducted an inspection of said properCy and issued a
Correction Notice with a compliance deadline of August 16 for Items #1, #2, #3; and

WHEREAS, on September 3, 2004, NHPI conducted a reinspection of said property and found
lack of compliance with the previous order; and
WHEREAS, on September 8, 2004, NHPI sent the holder of the rental registration certificate for
the subject property, Abdul L. Sannie Ariyibi , a$50 excessive consumption bill, addressed to Po Box
1192, Quantico VA 22134, the address on said certificate; and
WHEREAS, as of November 19, 2004, said $50.00 has not been paid, and Legislarive Code
§51.06 (a) (v) provides that non-payment of fees for excessive consumption is grounds far certificate
revocation; and
WHEREAS, on September 8, 2004, NHPI notified Abdul L. Sannie Ariyibi of the need to
arrange an interior inspectiozi of the subject property; and
WHEREAS, as of November 19, 2004, an interior inspection has not been arranged, and
Legislative Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds
for an interior inspection; and
WHEREAS, on November 19, 2004, NHPI sent Abdul L. Sannie Ariyibi the proper Notice of
Intent to Revoke Rental Registration (copy attached); and
WHEREAS, has not appealed said notice and the time far filing an appeal has expired; now
therefare
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order concerning the subject property at 1146 ROSS AVE .
That the subject properiy is a single family rental property that is required to be registexed

That said certificate holder has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate holder has been requested to aliow an interiar lnspection of the
subject properiy, which has not been arranged.
That the nofification requirements of Chapter 51 have been fulfilled and the time for an
appeal has expired without an appeal being made.

I am writing to you in your capacity as the holder of a rental registration certificate far •1146 RoSS AVE , St.
Paul MN.
You aze hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paui Legislative
Code, of the City's intent to revoke the registration certificate for 1146 ROSS AVE based on the following:
On August 12, 2004, this department conducted an inspection of said property and issued a
Correction Notice with a compliance deadline of August lb, for Items #l, #2, #3.

On September 3, 2004, this department conducted a reinspection of said properiy and found lack
of compliance with the previous arder.
On September 8, 2004, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.
On September 8, 2004, this department notified you by mail of the need to arrange an interior
inspection of said rental property.
As of today this interior inspection has not been arranged.
I have referred this matter to the St. Paui City Council with a recommendation to revoke the rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be filed pursuant to legislative Code § 18.02, by appearing in person between the
hours of 8:00 a.m. and 43Q p.m. on any business day at the City Clerk's Office, Room 170, City Hall, 15 W.
Kellogg Boulevard, St. Paul, MN or you may appeal by mail within the same 13 day time line.

Once the City Council has revoked the rental registration certificate, occupancy of the properry is not allowed
until (1) an inspection by Neighborhood Housing and Property Improvement (NFTPn has been conducted, (2)
the Director of NHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possible to arrange a meeting to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues are addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
