at the southeast corner of Snelling and Carroll Avenues, more
particularly described as follows:
Lots 6, 7 and 8, Block 3,
Snelling Park to St. Paul,
Minnesota;
all in accordance with plans dated Received November 25, 1968;
subject to the eondition that a 4-1/2 foot redwood fence be
constructed, that a 4 foot retaining wall be constructed and
that screening bushes be installed; and further subject to the
condition that said applicant–permittee, and his successors and
assigns, shall make due compliance with all applicable provi–
sions of municipal ordinances, state statutes and rules and
reg�lations of public authorities having cognizance.

Dear Sir:
This is written in response to the application of John F. Bureau for
a permit to install a thirty car parking lot to be used in conjunction
with a proposed Red Barn Restaurant'on the southeast corner of Snelling
and Carroll Avenues. This property is described as Lots 6, 7, and 8, Block
3, Snelling Park Addition.
On October 17, 1968 the Zoning Board considered an a�plication for a
permit by this applicant to install a drive-in restaurant on this property.
Prior to the Zoning Board meeting the applicant indicated that he wished to
withdraw his application for a permit. A number of neighborhood residents
appeared in opposition to the application. A motion to recommend denial
failed prior to the matter being laid over. A petition against the application
was made a part of the file and the Board indicated that new notices would be
sent if the matter was not withdrawn. The applicant submitted this application
for an administrative (30 cars or less) parking lot to be installed in con-
junction with proposed restaurant. The Planning. Director returned this
application to the City Clerk as provided for in Section 60.23, (4) , a, (1)
of the Zoning Code because of, 1) the petition on file in opposition to the
previous matter, 2) the Zoning Board action on the previous matter indicating
notices of a new public hearing, and 3) the similar nature of the two applications.
The applicant, aggrieved by the above decision, is bringing the matter on for
a decision by the Council as provided for under Section 60.23, (4), a, (2) of
the Zoning Code.
This application for a permit was considered at the December 5, 1968
Board of Zoning meeting. The staff reported that the zoning is proper for
this use, and the plan meets design standards and indicates there will be no
access to the alley. However, this proposal will create additional trarfic
problems on Snelling Avenue and surrounding minor residential streets. The
Traffic and Accident Section of the Bureau of Police recommend that access to
the parking lot be limited to Carroll Avenue. The Comprehensive Plan recommends
acquisition of property at this site for highway purposes although the Public
Works Depart�nt indicates it does not have plans at this time for purchasing
additional right-of-way. Mr. Quinn, representing the applicant, stated that
the proposal is not a drive-in restaurant and that curbs have been granted by

Dear Sir:
This is written in response to the application of John F. Bureau to
install a 30-car parking lot to be used in conjunction with a proposed
restaurant on the southeast corner of Snelling and Carroll Avenues. This
property is described as Lots 6, 7 � 8, Block 3, Snelling Park Addition.
This application is transferred to your office as provided for in
Section 60.23 (4), a, (1) of the Zoa�:ng Code. This action is taken due to
a similar application for a permit by this applicant for the same location
which was before the Board of Zoning on its October 17, 1968 meeting.
At this meeting the Board considez�ed an application to install a drive-in
restaurant at this site. The applicant requested that the matter be laid
over to allow him to withdraw his application. In response to several
concerned neighboring residents the Board indicated that notices of a new
public hearing should be sent in the event that the applicant returned to
seek approval of a permit at this location.

G. AREA COiVDITIONS: One and two family dwellings exist to the east while
Snelling Avenue frontage is mixed Commercial and rzsidential uses.
H. STATE HIGHWAY DEPARTME2IT: The State Highway Departm�nt which issues permits
for curb cuts on st�reets carrying state highway traffic notes; that none of
the properties have entrances on Snelling Avenue, "No Parking" signs nave
been installed in this area, this corner functions as a bus stop, and a
deceleration lane has been constructed at this site �o facilitate turns
onto Highway I-94. �
I. TRAFFIC � ACCIDENT DIVISION: Reports a high incidence of traffic accidents
on Sr:�lling Avenue between Marshall Fivenue and I-94---128 in the first ten
months of this year. Left turn movements, on and off snelling Avenue, would ,
increase the traffic hazards in this area. Ingress and egress should be
restricted to Carroll Avenue arid.the alley east of Snelling Avenue.

I received notiee on the public hearing to be held in the Couttcil Chambers
o� the City Ha11 and Court House at 10:00 a.m. on January 9th, 1969 for a

I strongly protest this permit.
I am the property owner at the address oY 316 North Snelling and I have a
home on the property. The construction of this restaurant and garking lot
�ri.11 lower the value of m�r property because oP the hazards involved.
I live within a block from Henry�s Hambnxrger�Sh4p on University and Herschel
and the street and grounds are continually littered wlth paper cups, nap�cins,
and refuse. The noise and traffic i� very disturbing; the lighting is a
nuisance, and the grounds are continually littered x3.th debr3.s.
I vigorously urge that you do not grant this permit.
