tion with two proposed 24—unit apartment buildings on property
located at the southwest corner of St. Albans and vacated
Hatch Streets, more particularly described as follows:
Lots 1 through '7 inclusive, Block 6,
Ware and Hospes Addition to St. Paul
Min.n. , except St. Albans Street cul�
de—sac. Also vacated south �/2 Hatch
Avenue adjoining said Lots 1 through
'7 and that part of the west �/2 of
vacated St. Albans Street lying bet—
ween the south line of vacated Hatch
Street extended and the St. Albans
Street cul—de—sac;
all in accordance with plans dated Received October 15, 1968;
subject to the condition that said applicant—permittee, and his
suecessors and assigns, shall make due compliance with all appli—
cable provisions of municipal ordinances, state statutes and rules
and regulations of public authorities having cognizance.

Dear Sir:
This is written in response to an application of Virgil Doerfler for
a permit to install a fifty car parking lot to be used in conjunction with
two proposed twenty-four unit apartment buildings on property located on the
southwest corner of Saint pt].bans and vacated Hatch Streets. This property
is described as Lots 1 thru 7 inclusive, Block 6, Ware and Hospes Addition
except St. Albans Street cul-de-sac. Also vacated south 1/2 Hatch Avenue
adjoining said Lot 1 thru 7 and that part of the west 1/2 of vacated St.
Albans Street lying between the south line of vacated Hatch Stre�.t extended
and the St. Albans Street cul-de-sac.
This matter was considered at the November 21, 1968 Board of Zoning
meeting. The staff reported that while the Traffic Engineer has recommended
approval as to traffic consideration and the proposal meets design standards,
problems may arise because of severe site topography. The site is very
tignt for this development, just barely meeting the density, ground coverage
and off-street parking requirements of the Zoning Code. The Housing and
Redevelopment Authority has also expressed concern as to the lack of passive
recreational area and landscaping and the quality of design effort.
The Board of Zoning laid this matter over to December 5 , 1968 to permit
the applicant to sui�mit nera plans showing elevations and drainage in relation-
ship to surrounding property. These plans were submitted and on Deeamber 5,
1968 it was the finding of the Board that the elevation and drainage of the`
proposed development would not be detrimental to adjacent properties.
Consequently, the Board of Zoning voted to recommend approval of the
application for a permit to install a fifty car parking lot.
