This is written in. response to the application of Superior "400" Oil
Company for a permit to install a forty-six car parking lot to be used in
conjunction with a proposed "Mr. Steak" restaurant on the southeast corner
of Rice Street and Arlington Avenue. This property is described as Lots
1 thru 10, Block 5, Hager's Subdivision of Wallcott' s Addition to Cottage
Horae s
This matter was considered at the December 5, 1968 Board of Zoning
meeting. The staff reported that new plans meet the design standards and
the recommendations of the Traffic Engineer. The Traffic and Accident
Section foresees no safety problems.
Consequently, the Board of Zoning recommends approval of this application
for a permit to install a forty-six car parking lot.

A. HISTORY: A permit for a filling station at this 5ite was issued �n :lovember,
1951 and an additional permit was granted July, 1952 to allow the addition of
one driveway at the north end of the �rop�rty on Rice Strezt.
B. AREA ZOi1ING: The area to the north and along Rice Street is zoned Commercial.
Properties to the east arz zoned "A" � "C" Residence.
C. DESIGV STANDARDS: The proposal will meet design standards with minor plan changes.
D. FR0,ITAGE A.�ID ARF:A: The property has a frontage of 250 feet along Rice Street and
.. _ a frontage of 147.5 feet along Arlington Avenue. The site contains 36,875 square
feet.
E. TRAFFIC Ei�GINEER: The Traffic Engineer recommends approval in regard to traffic
considerations if plans are cnanged to 26 feet tor the new driveway to Arlington
Avenue. �
F. TRAFFIC AND ACCIDENT SECTION: Captain Anderson of the Police Department indicates
that there appears to b� no threat to motorist's safety.
G. SITE CONDITIOi��S: The site is currently occupied by a filling station on the
northeast corner of the property; the remainder being vacant. The westerly portion
of the site has recently been filled to about the grade of Rice Street while the
rear of the property is considerably lower, sloping to the level of the alley
which is unimproved. It has been suggested to the applicant that the alley be
petitioned to be vacated.
H. AREA CONDITIOtdS: Properties adjoining to the east and north are vacant while
mixed commercial and residential uses occupy Rice Street frontages. .

Dear Sir:
This is written in response to the petition of Northwestern Bell
Telephone Company to rezone from "B" Residence to Commercial property
located on the north side of Beech Street between Mendota and Forest
Streets. This property is further described as Lots 18 and 19,
Stinson's Subdivision of Block 111 of Lyman Dayton's Addition to
Saint Paul.
The Board of Zoning considered this matter at its December 5, 1968
meeting. The staff reported that the petitioner proposes enlarging an
existing building to the west. Adjacent land uses to the north along
East Seventh Street are also commercial although the area to the south
and east are used residentially. The State tlighway Department has
indicated that a portion of the site along the south property line
will be acquired for highway purposes. Mr. Lind, representing the
Telephone Company, stated that they have been in touch with the Highway
Department and that the proposed facility would not create any noise.
Subsequently, the Board of Zoning voted to recomanend approval
of this petition to rezone from "B" Residence to Commercial.
