WI�EREAS, on July 13, 2004, NHPI conducted an inspection of said properiy and issued a
Correction Notice with a compliance deadline of September 1, 2004 for items # 2, #3; and
WIIEREAS, on Septembber 9, 2004, NHPI conducted a reinspection of said properiy and found
lack of compliance with the previous order; and
WHBREAS, on September 10, 2004, NHPI sent the holder of the rental registration certificate
for the subject property, Douglas Christopher Rock, a$50 excessive consumption bill, addressed to 1359
Park Rd, Chanhassen MN 55317-9527, the address on said certificate; and
WHEREAS, as ofNovember 19, 2004, said $50.00 has not been paid, and Legislative Code
§51.06 (a) (v) provides that non-payment of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on September 10, 2004, NHPI notified Douglas Christopher Rock of the need to
arrange an interior inspection of the subject property; and
WHEREAS, as of November 19, 2004, an interior inspection has not been arranged, and
Legislative Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds
for an interior inspection; and
WIIEREAS, on November 19, 2004, NHPI sent Douglas Christopher Rock the proper Notice of
Intent to Revoke Rental Registration (copy attached); and
WHEREAS, Douglas Christopher Rock has not appealed said notice and the time for filing an
appeal has expired; now therefore
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following fmdings and order concerning the subject properiy at 941 EDMUND AVE .
That the subject property is a single family rental property that is required to be registered
with the City's Rental Registration Program.

2. That the holder of the Rentat Registration Certificate for the subject property is Douglas
Christopher Rock.

That said certificate hoider has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate hoider has been requested to allow an interior inspection of the
subject properiy, which has not been ananged.
That the notification requirements of Chapter 51 have been fulfilled and the tune for an
appeal has expired without an appeal being made.

Dear Sharon Kohlenberger, and others, if listed:
On September 9, 2004, this department conducted a reinspection of said properiy and found lack
of compliance with the previous order.
I am writing to you in your capacity as the holder of a rental registration certificate for 942 EDMUND AVE ,
St. Paul MN.
You are hereby noti�ed, pursuant to the authority granted to me under Chapter 51 of the St, Paul Legisiative
Code, of the City's intent to revoke the registration certifcate for 941 EDMUNb AVE based on the
following:
On July 13, 2004, this departrnent conducted an inspection of said properry and issued a
Correction Notice with a compliance deadtine of September 1, 2004 for Items #2 and #3.

On September 10, 2004, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.

On September 10, 2004, this department notified you by mail of the need to arrange an interior
inspection of said rental properiy.
As of today this interior inspection has not been arranged.
I have referred this matter to the St. Paul City Council with a recommendafion to revoke the rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be fiied pursuant to legislative Code § 18.Q2, by appearing in person between the
hours of 8:00 a.m. and 430 p.m, on any business day at the City Clerk's Office, Room 170, Ciry Hall,15 VJ.
Kellogg Boulevazd, St. Paul, MN or you may appeal by mail within the same 13 day time line.

Once the Ciry Council has revoked the rental registrarion certificate, occapancy of the property is not allowed
until { 1) an inspection by Neighborhood Housing and Property Improvement (NHPI) has been conducted, (Z)
the Director of NHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a properiy without a certificate is a misdemeanor.
Please call me as soon as possible to azran�e a meetin� to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues aze addressed, I will recommend that the revocation be
wzthdrawn from consideration by the City Council.
