THE GOUNGIL OF TFIE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts,
Height Districts and Rezoning of certain properties in the City of
Saint Paul� as amended, be an.d the same is hereby further amended
so as` to r�zone the following described property from "G"
Residence District to Commercial District, to—wit :
Lot 152, Union Park;
situate on property located on the north side of Oakley Avenue
between Prior and Lynnhurst Avenues in the Gity of Sain.t Paul.
Section 2. This ordinance shall take effect and be in force
thirty (30) days from and after its passage, approval and publica—
tion.

Dear Sir:
This is written in respmnse to the petition of the H. V. Smith Compa�y
to rezone from "C" Residence to Commercial property located on the north
side of Oakley Avenue between Prior and Lynnhurst Avenues. This property
is further described as Lot 152, Union Park Addition.
This matter was considered at the December 5, 1968 Board of Zoning
meeting. The staff repoi^�ted that property to the east is used commercially
by the petitioner and a sixteen car parking lot is proposed for the
rezoning site. Land uses to the north, east aud south are non-residential
and the proposal will provide needed off-street parking. The Comprehensive
Plan, however, recommends residential use for this property and the _proposed
use may have a detrimental effect on the adjacent residential use to the
west.
The Board of Zoning, after further discussion, voted to recommend
approval of this petition to rezone from "C" Residence to Commercial.

C. PROPOSBD USE: The petitioner has submitted an application for a 16-car parking lot.
D. AREA � FRONTAGE: The property has a frontage of 53 feet along Oakley Avenue and an
area of approximately 5,200 square feet. .
E. AREA ZO?�IING: The area to the north and west along University Avenue and Prior Avenue
is zoned Light Industry, although to the immediate west is "C" Residence. To the
south and west is "C" Residence and Commercial.
F. COMPREHENSIVE PLAN: The Comprehensive Plan recommends R-8, 87 dwellings per
acre� for this property and the surrounding ar�a except for University and Prior
Avenues frontages which are recommended for commercial use and Iris Park and Lake
which are to retain their public recreation designation.
G. SITE CONDITIONS: A dwelling on "the property has recently been remo�ed and the
site is currently being illegally used as a parking lot. Ths site is level
sloping only slightly to the east and is three to four feet lower than the
adjacent residence to the west.
