04-1186Page 1 Council File # �T' � i p � Green Sheet # J ��� � � RESOLUTION OF SAINT PAUL, MINNESOTA � Presented PUSLIC ART POLICY RECOMMENDATIONS 2 WI�REAS, the CiTy of Saint Paul enacted a Public Art and Design Ordinance in 1991 that stated the City's 3 value of aesthetics in city development and the City's intention to engage artists in the design of public projects 4 and the creation of works of art for public places; and 5 WHEREAS, the Public Art and Design Ordinance contained a funding strategy that was passed as an intention 6 and not a mandate; and 7 WIIEREAS, policies for the implementation of the Public art and Design Ordinance were never articulated or 8 adopted; and 9 WHEREAS, in 2002, Saint Paul Public Works and the non-profit Public Art Saint Paul developed and the City 10 Council adopted a policy for the installation of artworks in the public right of way; and 11 WHEREAS, in 2003, the City Council adopted the Downtown Development Strategy as a chapter in the City's 12 Comprehensive Plan; and 13 WHEREAS, Public Art Saint Paul volunteered its participation in the Downtown Development strategy and was 14 assigned several Implementation Responsibilities in the Downtown Development Strategy, including mandates 15 to strengthen the role of public art so that it is truly integrated into urban design and placemaking efforts and to 16 develop a public art plan for Saint Paul; and 17 WHEREAS, the Saint Paul City Council was assigned responsibilities in the implementation of the Downtown 18 Development Strategy, including the mandate to request Public Art Saint Paul to develop a public art plan for 19 Saint Paul; and 20 ��IIEREAS, Public Art Saint Paul has a long and respected history of working effectively with artists, arts 21 organizations, public agencies, and community organizations citywide in the planning and development of 22 public art projects; and 23 WHEREAS, Public Art Saint Paul has speciai knowledge of and experience with gublic art policy models 24 nationwide; and 25 WHEREAS, in 2004, The Saint Paul City Council approved a$160,000 Neighborhood STAR grant to Public 26 Art Saint Paul for the purpose of developing Art in City Streetscapes, such STAR grant including a provision 27 for the development of a plan for such public art project development; and Page 2 D�l-1 / $�" 1 WHEREAS, in 2004, Public Art Saint Paul has convened a core group of volunteers to explore public art policy 2 issues, strategies and national models. That core group includes representatives of Saint Paul Plauning and 3 Economic Development, Public Works, Pazks and Recreation, the arts community, and community 4 organizations; now therefore be it RESOLVED, that the City Council requests that Public Art Saint Paul develop recommendations for City of Saint Paul public art policies and present them to the Council for its consideration by May, 2005; and be it further 8 RESOLVED, that the City Council requests that such policies include consideration of the process of public art 9 opporiunity identification, funding, artist selection and contracts; and be it further 10 RESOLVED, that the City Council requests that such policies include consideration of public art memorials and 11 gifts to the City; and be it further 12 RESOLVED, that the City Council requests that such policies include consideration of sustainabiliTy and long 13 term stewazdship of public art; and be it fiu•ther 14 RESOLVED, that the City Council requests that such policies include consideration of public art policy 15 administration, management and community participation; and be it fiirther 16 RESOLVED, that the City Council requests that Public Art Saint Paul continue to work with its broadly 17 representative core policy group in development of the policy recommendations and provide opporiunities for 18 public input into development of the public art policy recommendations; and be it fmally 19 RESOLVED, that the City Council requests the continued cooperation of City agencies to work with Public Art 20 Saint Paul in the development of Saint Paul Public Art Policies.
