04-1185Council File # C;�-1-11�`5 Green Sheet # 5� 5 � RESOLUTION OF SAINT PAUL, MINNESOTA Identifying Joint Legislative Interests of the Cities of Saint Paul and Minneapolis Whereas, the cities of Saint Paul and Minneapolis (the ciues), though each unique, share a number of common interests, concems and issues; and 3 Whereas, both strive to provide a high quality of life for residents; and Whereas, Local Government Aid {LGA) reductions in 2003, 2004, and 2005 have resulted in reductions in essential services, a lack of resources to meet increasing needs, fee and tax increases, and a widening disparity between tax rates in 5aint Pau1 and Minneapolis and surrounding communities; and Whereas, the econom3es of the two cities are intertwiued, with many of our industries crossing the borders of both cities, relying upon each city's respective infrastructure, housing stock and workforce; and 9 Whereas, the cities provide significant contributions to the State of Minnesota's economy and aze the cultural 10 centers of the Upper Midwest; and 11 Whereas, decisions about services, land use, and budgets are best left up to each individual city to decide; 12 Now, Therefore, Be It Resolved by The City Council of Saint Paul: 13 That the cities of Saint Paul and Minneapolis jointly support the following legislative initiatives: 14 • Support full funding of the current Laca1 Government Aid formula, and oppose the phase auf of Limited 15 Market Value, both of which are likely to result in significant increases in property taaces, fees and 16 reductions in services. 17 • Support $5.25 million in State Bonding money to match the federal funding for preliminary engineering 18 of light rail transit in the Central Rail Corridor, a vital link between the centers of both cities. 19 • Support state funding to develop bioscience initiatives including research and related infrastructure. 20 • Support state assistance to finance the redevelopment of brownfields and the elimination of blight. 21 • Support adequate funding for affordable housing and housing programs that serve low-income residents 22 and the homeless. Oy - �1g5 •' Support funding for the entire public safety system, including such critical functions as police, fue, communications, prosecutors, public defense, probation and the courts. • Oppose efforts to allow businesses to seek inverse condemnation when a city provides competing goods or services or limits the number of private operators. • Oppose efforts to prevent the two cities from using eminent domain for economic development or redevelopment efforts that will reduce blight, increase the tax base or create jobs. • Support a statewide smoking ban providing that the abiliry of local units of governments to enact more restrictive ordinances is not prohibited.
