WHEREAS, the Ciry of Saint Paul supports new business development that pays a living wage, is environmentaliy sound
and contdbutes to the overall development strategies for the City and the region; and
WHEREAS, the Saint Paul Bioscience Corridor offers the City an opportuniry to develop new sound businesses that will
tap into the city's educated worl�'orce and make the region a leader in Bioscience activity; and
WHEREAS, $20 million in state funding is needed to design and construct infrastructure in and azound the Universiry of
Minnesota to increase the density of bioscience development in the comdor; and
WHEREAS, this development will maacimize the job and tas base growth generated by bioscience companies locating in
the Corridor; and
WHEREAS, development of public infrastructure also provides addidonal incentives to promote recruitment and address
Che issue of undemtilizadon and vacant land in the Corridor; and
WHEREAS, expansion of other incentives, including tas and program benefits, designed to promote bioscience industry
development will help achieve the City's policy goais; and
WHEREAS, the Saint Paul City Council is the policy making body for the City of Saint Paul, and as such, its work is
inextricably linked to the City's Legislative Agenda; now therefore be it
RESOLVED, that the Ciry of Saint Paul supports $20 million in State funding for predesign, design, construction, and
equipment for various ffansporta6on, development and redevelopment infrastructure required to support bioscience
development in the Saint Paul Bioscience Corridor; that the City of Saint Paul supports expansion of tvc and other
benefits targeted to promote bioscience industry development; and that the City of Saint Paul urges legislative passage of
these iniriatives.
