RESOLVED, That Gerald E. Frisch be and hereby is granted
a permit to install a 337-car parking lot in. conjunetion with
a proposed 235-unit apartment development on property located
on the south side of Larpenteur Avenue between Huron and Fern-
wood Streets, more particularly described as follows :
Lot A, Block 2, Chelsea Heights,
except the east 50 feet of the
north 150 feet af the west 580
feet and except part thereof
taken for Larpenteur Avenue widen-
ing;
all in accordance with plans dated October, 1968, revised
January 24, 1969; subject to the condition that the applicant
maintain a 30 foot green strip along the east side of the
property, all in accordance with the written agreement prepared
by the applicant; and further subject to the condition that
said applicant-permittee, and his successors and assigns, shall
make due compliance with all applicable provisions of municipal
ordinances, state statutes and rules and regulations of public
authorities having cognizance; be it
FURTHER RESOLVED, That resolution, Coun.cil File No. 242057,
approved February 5, 1969, gran.ting a permit to Gerald E. Frisoh
to install a 251-car parking lot in conjunction with said pro-
posed 235-unit apartment development, be and the same is hereby
rescinded.

Gentlemen:
This letter is being submitted in accordance with reQuirements of City
Council at its meeting on May 16, 1969, relative to revising plot plan
for 235 unit apartment project to be constructed on the South side of
Larpenteur Avenue, between Huron and Fernwood Streets, in the City of
Saint Paul.
I �rish to assure the City Council and the Building Department that the
apartment �roject to be constructed on said site will consist of 235
apartment units, the same number as previously represented to the City
Council on February 5, 1969, in connection with off-street parking lot
for 251 cars, Council File No. 2�2057.
I am enclosing herewith copy of ordinance passed by the Council on
�October 3, 1967, as Council File No. 235361. You will note that this
ordinance rezoned the entire parcel of property covered by the revised
plot plan.
Also enclosed herewith please find copy o� City Council Resolution under
Council File No. 242057 , dated February 5, 1969, whereby permission for
the 251 car parking lot was authorized in conjunction with the proposed
235 unit apartment development.
Also enclosed herewith please find copy of survey showing the total pro-
perty covered by the revised plot plan. You will note that the total
property outlined in red was rezoned on October 23, 1968. The property
outlined in blue is the property upon which the 251 car parking lot was
authorized on February 5, 1969. The parcel added to the revised parking
lot site was originally scheduled for a nursing home development, however,
I sincerely believe that increased �arking facilities are required by
the apartment project. The revised parking facilities will include 140
garages and 197 open stalls, or a total of 337 parking facilities. The

only other change on the revised parking facilities is to move the three
buildings containing the 235 units to the West so that they become more
centralized on the site. �arking facilities bet�een the buildings have
been eliminated to provide £or open landscaped area. The revised plot
plan does not basically change the nuvber of extrance-exits £rom Larpenteur
Avenue.
� wish to speci�ically assure your department that all requirements s�t
forth in the Declaration of Restrictions signed in August 1968 with the ,
adjoining property owners will be specifically complied with, including
set backs of twenty feet from Huron Street, seventy feet from the southerly
lot line, and thirty feet from the easterly lot line.
I sincerely believe that the revised plot plan will be a far superior
develo�ment providing needed land area for parking facilities and aesthetics.
I intend to apply for building permit for the 235 units as soon as the
revised plot plan has been approved.
