The owner of the above described land, Westview, Inc., ha.s accepted an offer tendered by the City in the amount of $4,000.00 as compensation for the sale of the said land to the City. This property is needed by the City of Saint Paul for the widening of Wacouta Street. In view of the reasonable price for which it can be purchased, said price being the appraised fair and reasonable ma.rket value thereof, we the Commtittee on I,ands, do recammnend to the Council of the City of Saint Pa.ul that it authorize the purchase of said land in lieu of condemnation proceedings at the price of �4,000.00 as negotiated with the owner.
