To the Commaissioner of Finance of the City of St, Paul:
The Commissioner of Public Works, having had under consideration the preliminasy order
of the Council known as Council File Noe 243199 approved Avril 16th. 1969
relative to reconstructing the sidewalk on both sides of Flandrau St. from Ross Ave. to
7th. St. and by doing all other work which is necessary and incidental to complete said
improvement.
