RESOLVED, By the Council of the City of Saint Paul,
that that certain Redevelopment Plan, Auditorium Renewal
Project Min.n.. R-53, dated September 9, 1968, and approved by
the Housing and Redevelopment Authority on Jan.uary 9, 1969,
and duly approved by the Council of the City of Saint Paul,
after a public hearing in the manner required by law, upon
January 23, 1969, shall be superseded by that certain
Redevelopment Plan, Seven Corners Area, No. 6, Gode No.
ND 401, dated January, 196g, approved by the Housing and
Redevelopment Authority on January 22, 1969, and adopted by
the City Gouncil after public hearing held in. the manner
required by law on January 24, 1969, upon the execution of
a Loan and Capital Grant Gontract with the United States of
America under Section 131 of Title I of the Housing Act of
1949, as amended, providing Loans and Capital Grants to
undertake the Seven Corners. Urban Renewal Project No. Min.n.

Re: Redevelopment Plan for Seven Corners

Gentlemen:
On January 23, 1969, after public hearing, the Council adopted a Redevelopment Plan for
the Auditorium Renewal Project in connection with the Early Land Acquisttion Loan appli-
cation. This Plan contemplated the later adoption of an urban renewal plan of wider
scope in connection with the application for a Loan and Capital Grant Contract. On Jan-
uary 24, 1969, the Council further adopted a Redevelopment Plan for the Seven Corners
Urban Renewal Area under the Neighborhood Development Program application made to HUD,
which Seven Corners Plan incorporated the area of the Auditoriwn Urban Renewal Early
Land Application.
The Authority has been tendered a Loan and Capital Grant Contract under the Neighborhood
Development Program including the Seven Corners Urban Renewal Area. The Contract contains
a special condition respecting land acquisition within the Seven Corners Area, requiring
that the Redevelopment Plan for the Seven Corners Area supersede the Redevelopment Plan
for the Auditorium Renewal Pro�ect. The Authority therefore respectfully requests that
the Council adopt a resolution providing that the Redevelopment Flan for the Seven �Corners
Area supersede and replace the Redevelopment Plan for the Auditorium Renewal Area upon

Transmitted herewith is a request of the Council to adopt a resolution providing that the
Redevelopment Plan adopted by said Council for the Seven Corners Area under the NDP Pro-
gram supersede the Redevelopment Plan adopted by said Council for the Early Land Acqui-
sition in the Auditorium Renewal Project Area. The writer has requested that the Corpor-
ation Counsel prepare the necessary resolution, a1d further requests that if possible the
matter be placed on the Council agenda for Friday, June 6.

Find enclosed a certified copy of Authority �esolution No. 68-5/27-3, providing that
the Redevelo�aent Plan for Seven Corners Area superse� the Redevelopment Plan for the
Auditoriwn Urban Renewal Area upan receipt of an executed I.oan and Capital Grant Contract
with the United States of America providing for loana snd grants to undertake the Seven
Corners Orban Renewal Projec[. The Seven Corners Area includes the area and undertakings
proposed in the Auditorium Project, and the Federal government has requested that upon
execution of the Loan and Capital Grant Cor�tract for S�ven Corners, the Authority and
City rescind the Redevelopment Plan for the AudiCOrium Project.
