RESOLUTION APPROVING CULTIIRAL STAR PROGRAM GUTAELINES FOR 2005
WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
(Cultural STAR) Invesrinent Program, and
6 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
7 sales t� on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
8 authorized by the State of Minnesota, Chapter No. 37�, Sec. 46, as amended, and

WHEREAS, the purpose of the Cultural STAR Program is to fund projects that further cultural and visitor
activities within the city of Saiut Paul, and
VJHEREAS, the Cultural STAR Board has recommended changes to the Program Guidelines for 2005 that
would move the competitive fixnding round up in the calendar year and add a second funding round to
consider emergency proposals that azise during the course of the year, now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby approves the 2005 Cultural STAR Program Guidelines
that are attached as Exhibit A to this resolution, and be it
FURTHER RESOLVED, that the Council xequests City sta£f to work with Saint Paul's arts and cultural
organizations to help them adjust to the change in schedule for the Cultural STAR Program.

Before compieting your application, please
review these guidelines carefully to determine
whether or not your group and project are eligible
for funding from the Cultural STAR Program.
Purpose
To promote economic growth in Saint Paul by strengthening the arts and cultural sector and by
supporting Downtown as a vital cultural center.
Background
The Sales Tax Revitalization (STAR) Pfogram is a Y cent sales tax created by the State Legislature in
1993 to support economic development in the City of Saint Paul. The Saint Paul City Council has
designated 10% of the total tax revenue from this program to grants and foans for cultural projects.
Geographic Focus
At least SQ% of Cultural STAR funds will be invested in projects located within the targeted area known as
the Cultural District. The remaining funds may be aliocated toward projects outside the Cultural District
within the legal limits of the City of Saint Paul.
The Cultural District is defined as the geographic area bordered by Interstate 94 to the north, the
Lafayette Bridge to the east, the Mississippi river to the south, and Chesnut Road to the west (see
Cultural District Map, Page 7).

Funding Priorities
Priority will be given to projects that are designed to:
♦ Bui(d the capacity of cuftural organizations.
♦ Suild and diversify audiences and access to art forms and cu{tural offerings in Saint Paul.
♦ Have a muiti-year, long-term impact.
♦ Leverage additional financial support.
Funding Criteria
Cultural STAR Proposals are rated using the following criteria
♦ Impact of the project on the applicant organization and(or the cultural life of Saint Paul
♦ Qua{ity of the proposal and project plan.
♦ Demonstrated ability ofi the applicant organization to complete the project as planned
Cultural STAR Board members rate each proposal using these criteria and a 5-point scale. They then
give the project an overall score that is averaged to determine the projects ranking. That rankmg is used
to determine which projects are recommended for funding.
Cultural STAR Board
A nine-member Saint Pauf Cufturat STAR Board was created to serve as the formal review body for
recommending grants or loans from the cuiturai portio� of sales tax funds to the Mayor. The Mayor fhen
forwards a recommendation onto the City Council. The Board consists ot five Mayoral appointed, City
Council approved members and four members elected by culturai organizations in the Cuiturai District.
Review Process
The selection process for proposais is highly competitive. The number of proposals to be funded is
dependent on the quality of the proposals and the ava+labdity of funding. The review process is as
follows:
• City Staff will review applications for eligibility lneligible and incompfete applications wilf be retumed
• The Board will mvite all eligible applicants to an interview Applicants wlll be notified in writing of
interview time and location.
• Cultural STAR Interviews are public meetings, however no public testimony will be taken Anyone
wishing to make comments on appfications is encouraged to submit these comments in wn�mg to City
staff prior to January 28, 2005
• The Board will review the proposais based on program guideiines, merits, fund availabiiity and make
funding recommendations to the Mayor and City Council.
• The Mayor will present fina) recommendations to the City Councii.
• The City Council will make the final selection of STAR project proposals.

Be innin in 2005, there will be a second competitive round for projecks that do not apply by the January
28 dead ine. All proposals that meet an emergency need or unforeseen circumstance that anses during
the yearwill be considered during this second round. Any Culturaf STAR Funds not committed dunng the
fitst round or retumed to the program during the course of the year wifl be made avatlable during the
second round. The deadline for the second round applications will be August 1. 2005. Organizations that
submit an application during the first round will not be eligibie to apply during the second round.
Beainninq in 2006, the Culturaf STAR Board wi11 use two competitive rounds to review applications each
year. Applications for the spring round will be due in January and applications for the fall round wd{ be due
in Juty. If is anticipated that the annual Cultural STAR budget will be divided evenly amo�g these two
rounds. it is anticipated that organizations will be eligible to apply both rounds but wdl only be eligible tc
receive funding in one round. More details regarding the spring and fall rounds will be published along
with the 2006 Cultural STAR program guidelines in November 2005.
The Capital Grant Program offers grants for physical lmprovements to facihties or to purchase eqwpment
andior materials for a cultural project.
Small scale public improvements
� Examples: Pubfic art, trees and shrobs, benches,
play equipment, beautification of public space,
decorative lighting, etc.
Improvements to culturet or commercia! property
• Examples ADA compiiance, rehabilitation,
construction or acquisition.
Project Planning
• Grants of up to $1Q000 can be made to support
planning for new or improved cultural fadlities.
Direct capital costs of the project (bricks and mortar).
Up to 20% of Cultural STAR funds may be used for
direct projed cost that specificafiy pertain to the
execution of the capital project.
. Examples: Building permits, design fees,
engineering, soil, environmental, legal, financing,
licensing, and inspection fees, developers' fees,
acquisition and demolition costs, utillty relocation
and construction, clearance, construction cosis

• Refinancing existing debts.
• Major public improvement pro�ects, i e. sireet

Program Requirements
• The minimum grant request is $10,000, there is no maximum request for Capital Project Grants
• All capital improvement projects must have site controL This may take the form of a long-term lease
or ownership of the property where the project will be completed.
• The same or similar proposal cannot be submitted to more than one of the foiiowing programs in any
one funding cycle: the Capital fmprovement Budgeting (CIB) program. the Neighborhood STAR
program, and the Cultural STAR program.
• It is unlikely that the Board will approve muitiple grants from one principal applicant in any given grant
cycle.
• Requests for public capitaf improvements that are defined by Ciry policy as "above standard" will not
be considered or rev+ewed unless accompanied 6y a legally-binding and enforceable plan fcr
maintenance and/or operation over the useful life of the improvements
All legal requirements of the City of Saint Paul must be met such as:
• The property must be appropriately zoned, meaning the property must conform to use under the City
Zoning Ordinance.
• Health, safety and ADA items required by City building codes must be addressed
• For new construction, properties must be on legal buildable lots
• Prior to performing leasehold improvements, the tenant must obtain written permission from the
building owner for the improvements.
• Prior to project implementation, all necessary permits must be obtained. Upon compfeuon of
improvements, the applicant must have followed, and the property must meet, all appficable code,
permit and lice�se requirements. Finally, the property must be properly inspected and must have a
Certificate of Occupancy upon completion, if applicable
• tittfe Davis Bacon, the city's prevailing wage regulations, must be foilowed as applicable.
Match Requirements
Capital Project funds shall be matched as follows. These are considered m�nimum matchn,s, wi!h
preference grven fo projecfs that exceed Chis requirement.
Grants of $10,000 -$10�,000 shall be matched 1:1.
Grants of $100,001 -$250,000 shall be matched 2'�.
Grants of $250,o�1 and up shafl be matched 3:1.
• Private, county, state and federal funds can be used as a match.
• The S7AR Board has the discretion to recommend approval of other matching contribut�ons on a
case-by-case basis. The Sl'AR Board may consider exceptions to the match reqwrement in hiahly
unusualcases.

Direct and indirect financial resources such as:
• Pnvate expenditures for commercial or reside�tiai
physical improvements.
• Grants or contributions from sources sucfi as
foundations or corporations.
. Local lende� commitments
• In-kind services from residents and businesses
such as personnel, professionat services, offce
space, supplies, volunteer labor and sweat equity
for physicat improvements. (Up to 30% of the total
match.)
Expectations of Grant Recipients
Project Development and Implementation
• Upon selection by the City Council, the Cultural S7AR applicant will receive a letter ot commitment
that specifies a period of time durmg which the applicant must refine the pro�ect or program secure
the private match, meet other requirements as specified in the fetter of commitment and enter �r,to an
agreement with the City for the use of the STAR funds Faiiure to act within the period of t�me
specified in the commitment letter may result in cancellation of the commitme�i(
• Projects should be completed or self-sustaining within the period of time approved by ;he Culturaf
STAR Board and speci6ed in the agreement. Requests for contract extensions are a�scouragea
• Implementation Contract: Prior to the impiementation ot an appl�canYs pro�ect. a contract will be
entered into between the City of Saint Paul and the selected applicant. Contracts should be signed
within six months of pro�ect finaf approval. The contract will contain, at minimum, a scope of services
to be performed t�y all parties, a private match section and a budget section outlining all funding
sources, and an implementation timeiine. The contract will be signed in accordance with City poi!cy
Implementation contracts requ�re:
• Appropriate liability insurance that insures the City of Saint Pauf
• Adherence, where applicable, to federal, state and local regulations and pd�aes pertamina to ihe
use of funds, such as prevailing wage standards, relocation requ�rements. affirmative ac�ion,
targeted vendor programs and the First Source program. 7he nafure of fhe prolect �i e.

Sales Tax applicants are cautioned not to make anV commitments until thev fullv understand

• Status Reports: Six month wr"ttten status reports are required for each project. The report should
include project expenditures, status of match commitments and progress toward meeting expected
project outcomes (as identified in the original application}. Account o�ficers are availab{e to assist
appllcants wlth reports.
• Final Repoct; A final written report is required to determine the extent to which the project has been
successfiul. Project success will be measured against expected project outcomes and the overall
objectives of the STAR Program. This finai report must be received before the final reimbursement
request will be paid.

whether or not your group and project are eligible
for fund'+ng from the Cultural STAR Prograsn.
Purpose
To promote economic growth in Saint Paui by strengthening the arts and cultural sector and by
supporting Downtown as a �ital cultural center.
Background
The Sales Tax Revitafization (STAR) Program is a Y cent sales tax created by the State Legislature in
1993 to support economic development in the City of Saint Paul. The Saint Paul City Council has
designated 10% of the total tax revenue from this program to grants and loans for culturai projects
Geographic Focus
At least 80% ot Cultural STAR funds will be invested in projects located within the targeted area known as
the Cultural District. The remaining funds may be allocated toward pro}ects outside the Cui[ura� District
within the legal limits of the Clty of Salnt Paul.
The Cultural District is defined as the geographic area bordered by Interstate 94 to the north, the
Lafayette Bridge to the east, the Mississippi river to the south, and Chesnut Road to the west (see
Cultural District Map, Page 7).

Funding Priorities
Priority will be given to projects that are designed to:
♦ Build the capacity of cultural organizations.
♦ Build and diversify audiences and access to art forms and cultural offerings in Saint Paul
♦ Have a multi-year, long-term impact.
♦ Leverage additional financiai support.
Funding Criteria
Cultural STAR Proposals are rated using the following criteria:
♦ Impact of the project on the applicant organization and/or ihe cultural fife of Saint Paul
♦ Quality of the proposal and project pian.
♦ Demonstrated ability of the appllcant organization to compiete the project as planned
Cultural STAR Board mem6ers rate each proposal using these criteria and a 5-point scale. They then
give the project an overall score that is averaged to determine the projects ranking. That ranking is used
to determine which projects are recommended for funding.
Cultural STAR Board
A nine-mem6er Saint Paul Cultural STAR Board was created to serve as the formal review body for
recommending grants or foans from the cultural portion of sales tax funds to the Mayor, The Mayor then
fonuards a recommendation onto the City CounciL The Board consisks of five Mayoral appointed, C+ty
Council approved members and four members elected by cultural organizations in the Culturai District
Review Process
The selection process for proposals is highly competitive. The number of proposals to be funded is
dependent on the quality of the proposals and the avaiiability of funding. The review process is as
follows:
• City Staff will review applications for eligibility. Inehgible and incomplete applications will be returned.
• The Board will invite all eligible applicants to an interview. Applicants w�ll be notrfied in writing of
interview tlme and location.
• Cultural STAR Intenriews are pubGc meetings, however no public testimony will be taken. Anyone
wishing to make comments on appiications is encouraged to submit these comments in wriUng to City
staff prior to January 28, 2005.
• The Board will review the proposals based on program guidelines, merits, tund avaiiability and make
funding recommendations to the Mayor and City Council.
• The Mayor will present final recommendations to the City Councd
• The City Council wili make the final selectio� of STAR project proposafs.

* Organizational Development Pragram
Beainnina in 2005, there will be a second competitive round for projects that do not apply by the January
28` dead ine. All proposals that meet an emergency need or unforeseen circumstance that arises dunng
the year will be considered during this second round. Any Culturaf STAR funds not committed dunna t�,e
first round or retumed to the program during the course of the year will be made avadable during the
second round. The deadline for the second round applications wiil be Auqust 1. 2005 O�ganizations that
submit an application during the first round will not be eligibYe to apply during the second round
Beqinninq in 2006, the Cultural STAR Board wlll use two competitive rounds to review apphcatlons each
year. Applications for the spring round will be due in January and applications for the fall round will be due
in July. It is anticipated that the annual Cultural STAR budget will be divided evenly among these two
rounds. it is anticipated that organ'rzations wift be aflowed to apply both rounds but will only be eiigible to
receive funding in one round. More details regarding the spring and fall rounds wdl be published along
with the 2006 Cuftural STAR program g�ideiines in November 2005.

Program Requirements
• The minimum grant request is $5,000, it is unlikely that the board will recommend funding any
proposal for more than $50,000.
• The same or similar proposaf cannot be submitted to more than one of the followmg proarams m any
one funding cycle: the Capital Improvement Budgeting (CIB) program, the Neighbornood STAR
program, and the Cultural STAR program.
• It is unlikely that the Board wili recommend multiple grants from one prinapal applicant in any groen
grant cycfe.

Match Requirements
Organizational Development Grants have no match requirements, but are fimited to 25% of the cWtural
organization's average annual budget for the last three years.
Expectations of Grant Recipients
Project Development and Implementatio�
• Upon selection by the City Council, the Cultural STAR applicant will receroe a letter of commi[ment
that specifies a period of time duri�g which the apQlicant must refine the project or program, secure
the private match, meet other requirements as specifred {n the letter of commitment and enter into an
agreement with the City for the use of the STAR funds. Failure to act within the period of time
specified in the commitment letter may result in cancellation of the commitment.
• Projects should be completed or self-sustaining within the period of hme approved by the CuIWral
STAR Board and specified m the agreement. Requests for contract extensions are discouraged
Contraet: Prior to the implementation of an applicant's project, a contract wnf be enterea inlo
between the City of Saint Paul and the selected applicant. Contracts should be siqned wichin sx
months.of project finaf approval. 7he contract will contain, at minimum. a scope ef services !o oe
performed by all parties and a budget section outlini�g all funding sources, and an implementation
timeline. The contract will be signed in accordance with City policy. Implementation contracts
require:
• Appropriate liability insurance that insures the City of Saint Paul.
• Adherence, where applicable, to federal, state and local regulations and poiicies periaining to the
use of funds, such as prevailing wage standards, relocation reqwrements, affirmative acnor,
targeted vendor programs and the First Source program. The nature of the pro�ect (i e
residential vs. commeroial) determines which regulations apply Staff will ho(d a comcl,ance
meeting prior to implementation of the contract to identify applicable regulation,
Sales Tax aqplicants are cautioned not to make anv commifinenEs until thev fu11Y undersfand
potentfal compliance and fundinq reaulations.
• Implementation must progress as projected in the application. Lack of progress is grounds for
w+thdrawmg funding.
• Sales Tax Fund Distribution: Sales Tax Fund distribution will generally be based on submission of
invoices. Final payment wiii be made upon completson of the pro�ect and receipt of the final pro�ect
report and evaluation. At the time of compietion of afl activities contained in the agreement or upon
expiration of the agreement, any remaining project fund balances wiil be returned to fhe STAr� F,;;,d.
• Status Reports: Six month written status reports are reqwred for each project The reno�t sho�', �
include project expenditures, status of match commitments and progress toward meetino expertc,d
project outcomes (as identified in the original apphcationj Account officers are avaiiable ie ass�st
applicants with reports.
• Final Report: A final written report is required to determine the extent to which the project has been
successful. Pro}ect success will be measured against expected project outcomes and the overalf
objectives of the STAR Program. This final report must be received before the final reimbursement
request will be paid.
