VanBuskirk to relax the density and lot frontage requirements of the Zoning Code as they apply to property located on the south side of Carroll Avenue between Fry Street and Snelling Avenue. This property is further described as Lot 13� �lock�;.5, Emllege Park Addition. This matter was considered at the April 3, 1969 Board of Zoning meeting. The staff reported that they appellant proposes to convert a single-family residence to a duplex. A two-family use in a Light InduBtry zoning district requires a lot area of 6,000 square feet and a frontage of 50 feet. This site, however, has only 4,900 square feet and a frontage of 40 feet. The variances amount to 1,100 square feet or 18.3 percent in area and ten feet or 20 percent in lot frontage. The surrounding area has industrial and mixed residential uses. Mr. �IanBuskirk, speaking in behalf of nis appeal, noted that the structure was large and had sufficient bathrooms. Off-street parking could be provided for two cars. He noted that there are other duplexes in the area as well as a four family use on a lot the same size as his. He said that he needed the income from the proposed second unit to`'provide for himself. After additional discussion by the Board concerning the �xtent of the variances and the effect on the surrounding properties, =a fnotion was made for approval. This motion failed for lack of a second and it was then moved for ap�roval�� ��_� This motion passed by a vote of 3-2. The Board of Zoning, therefore, recommen� °' denial of this appeal to relax the density and lot frontage requirements. Subsequent to the Board of Zoning meeting, Mr. VanBuskirk submitted to the zoning office the enclosed letter of Mr. D.L. Smith, Vice President of Liberty State Bank. For many years there was a small house on the land and this was moved. In 1960 Mr. Van Buskirk purchased the present house and moved it on to the location with the intention of making it into a duplex. We loaned him the funds ior the original land purchase and also for this large house. He did not have the money to duplex the unit immediately but it has always been his intention to make the necessary im- provements for a duplex.
