OFFICE OF THE CITY CLERK C L SOLUTION-GENERAL FORM PRESENTED BY ,M�'; COMMISSIONE DATF c WHEREAS, The Committee on Lands, composed of the Mayor, the Purchasing Agent, the Commissioner of Finance, and the Commissioner of Public Works, of the City of Saint Paul, has secured an agreement for the purchase of that certain property described as follows: Those parts of Lots 4, 5, 6, and 7, Block 54, Rice and Irvine's addition to Saint Paul, lying southwesterly of a line 31 feet northeasterly of and parallel with the southwesterly lines of said Lots 5, 6, and 7; and WHEREAS, The property described �kherein is necessary for the widening of Kellogg Boulevard, and the price at which the property may be purchased is at the total amount of $111,750.00, a fair and reasonable price according to the appraisal obtained by the Committee on Lands; and WHEREAS, Said Committee has recommended the purchase of said property at the price stated above, as evidenced by the letter of said Committee sub- mitted herewith; now, therefore, be it RESOLVED, That pursuant to Section 303 of the Charter of the City of Saint Paul, the Council of the City of Saint Paul does hereby authorize the purchase of the land described as: Those parts of Lots 4, 5, 6, and 7, Block 54, Rice and Irvine's addition to Saint Paul, lying southwesterly of a line 31 feet northeasterly of and parallel with the southwesterly lines of said Lots 5, 6, and 7; and RESOLVED FURTHER That the proper City officials are hereby authorized and directed to pay to the W. G. Schwab Co. , Inc. , vendor of said property, the sum of $111,750.00, said sum to be paid to the aforesaid vendor from PIR Fund 6000, to be reimbursed from Bond Fund 7200-ST. 46 and 1968 MSA Fu.nds, upon its furnishing evidence of good marketable title in the aforesaid vendor, and the total payment to be made upon tender by said party of appropriate deeds conveying title to said property to the City of Saint Pau1. The owner of the above described la.nd, the W. G. Schwab Co., Inc., has accepted a.n offer tendered by the City in the amount of �111,750.00 as compensation for the sale of the said land to the City. This property, including land and buildings, is needed by the City of Saint Paul for the widening of Kellogg Boulevard. In view of the reasonable price for which it can be purchased, said price being the appraised fair and reasonable market value thereof, we, the Committee on Lands, do recommend to the Council of the C3ty of Saint Paul that it authorize the purchase of said land in lieu of condemna- tion proceedings at the price of $111,750.00 as negotiated with the or�mmer.
