04-1157� +� �� - �� «� ia/�ln� Presented Referred To Council File # ��' � � S/ GreenSheet# ��� Committee Date Supporting Repeal of State Law that Prohibits City From Imposing Residential Electric Franchise Fee During Winter Months 1 WF3EREAS, the City of Saint Paul collects residential and electric franchise fees as per our franchise agreement; 2 and channels this revenue into city services; and 3 WHEREAS, there is a special state law that was enacted in 1979, which prohibits the City from imposing its 4 residential gas and electric franchise fee during winter months; and 5 WF3EREAS, imposing the franchise tas on electricity alone during the winter months would make our authoriry the 6 same as other cities and could generate approximately $3.5 million in additional general fund revenue annually; and WHEREAS, the Saint Paul City Council is the policy making body for the City of Saint Paul, and as such, its work is inextricably linked to the City's L,egislative Agenda; now therefore be it RESOLVED, that the City of Saint Paul supports and urges legislative passage of the following: 10 11 Repealing the special state law that prohibits the City from imposing its residential electric franchise fee 12 during the winter months.
