WHEREAS, The Couiicil of the City of Saint Paul, Minnesota,
by its resolution, Council File No. 238795, adopted May 28,
1g68, did approve a Redevelopment Plan for Summit–University
Urban Renewal Area, dated December 26, 196'7 , which
redevelopment plan is nota lawfully in effect within said
City; and .
WHEREAS, Under the provisions of the aforesaid
redevelopment plan the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota, was to undertake
certain activities in the Project Area financed by a loan
of monies from the United States of America to remove
conditions of blight, relocate families and individuals,
undertake a program to demonstrate the feasibility of
rehabilitation and conservation of properties , and to provide
sites for public improvements and the construction of new
housing; and
WHEREAS, The said redevelopment plan further expressly
provided that the Authority could acquire parcels of real
property within the Project Area not identified within the
plan for certain purposes , including the assembly of sites
for disposition for public facilities and new housing,
after identification of said parcels and further approval
of the Council upon public hearing upon given notice in
the manner required by law for adoption of a redevelopment
plan; and
WHEREAS, On January 24, 1969, the Council held a public
hearing upon published notice given in the manner requirecl
by law for adoption of a redevelopment plan upon the
application of the Authority for a Neighborhood Development

Land Development Sites contemplated in the redevelopment
plan dated December 26, 196'7, for acquisition under said plan
and the Neighborhood Development Program and plan which

WHEREAS, Subsequent to said public hearing, the Council ,
by its resolutions , Council File Nos. 241900 and 241901 ,
adopted January 24, 1969, did approve the Neighborhood
Development Program and certain redevelopment plans with
direction to the Authority to make no acquisition of sound
structures within the identified housing and recreation
sites in the Summit-University Urban Renewal Area, except
where acquisition was requested by the owner, until furti�er
direction from the Council ; and
WHEREAS, On May 2, 1969, the Council heard alternate
proposal from the Authority and testimony from all persons
interested in the Authority proposal to acquire and develop
the several housing and recreation sites under the Program
and Plan theretofore approved by the Council , and the
Council having considered all testimony and materials
presented to it from time to time; now, therefore, be it
RESOLVED, By the Council of the City of Saint Paul,
Minnesota, that the Housing and Redevelopment Authority of
the City of Saint Paul, Minnesota, in. accordance with the
provisions of the redevelopment plan dated December 26,
1967 , the Neighborhood Development Program adopted January
24, 196g, and the Authority proposal of May 2, 1969, is hereby
authorized and directed to acquire the properties , substandard
or sound, contained in the following designated housing and
recreational sites described in Exhibit "A" , remove the

1968, did approve a Redevelopment Plan. for Summit–University
Urban Renewal Area, dated DecemUer 26, 196�, which
redevelopment plan is now lawfully in effect within said
City; and
WHEREAS, Under the provisions of the aforesaid
redevelopment plan the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota, was to undertake
certain activities in the Project Area financed by a loan
of monies from the United States of America to remove
conditions of blight, relocate families and individuals,
undertake a program to demon.strate the feasibility of
rehabilitation and conservation of properties, and to provide
sites for public improvements and the construction of new
housing; and
WHEREAS, The said redevelopment plan further expressly
provided that the Authority could acquire parcels of real
property within the Project Area not identified within the
plan for certain purposes , including the assembly of sites
for disposition for public facilities and new housing,
after identification of said parcels and further approval
of the Council upon public hearing upon given notice in
the manner required by law for adoption of a redevelopment
plan; and
WHEREAS, On January 24, 196g, the Council held a public
hearing upon published notice given in the manner required
by law for adoption of a redevelopment plan upon the
application of the Authority for a Neighborhood Development
Program for several areas within the City including the

Summit-University Urban Renewal Area, which application
identified six sites for new housing and two sites for �
development of public facilities and recreation as Early
- Land Development Sites contemplated in. the redevelopment
plan dated December 26, 196� , for acquisition under said plan
and the Neighborhood Development Program and plan which
sites were designated Housing Sites A through F and as St.
Albans Park and Martin Luther King Center and Park, and are
more fully described in Exhibit "A" hereto attached; and
WHEREAS, Subsequent to said public hearing, the Council,
by its resolutions , Council File Nos. 241900 and 241g01,
adopted January 24, lg6g, did approve the Neighborhood
Development Program and certain redevelopment plans with
direction. to the Authority to make no acquisition of sound
structures within the identified housing and recreation
sites in the Summit-University Urban Renewal Area, except
where acquisition was requested by the owner, until further
direction from the Council ; and
WHEREAS, On May 2, 1969, the Council heard alternate
proposal from the Authority and testimony from all persons
interested in the Authority proposal to acquire and develop
the several housing and recreation sites under the Program
and Plan theretofore approved by the Council, and the
Council having considered all testimony and materials
presented to it from time to time; now, therefore, be it
RESOLVED, By the Council of the City of Saint Paul,
Minnesota, that the Housing and Redevelopment Authority of
the City of Saint Paul , Minnesota, in accordance with the
provisions of the redevelopment plan dated December 26,
1967, the Neighborhood Developmen.t Program adopted January
24, 1969, and the Authority proposal of May 2, 1969, is hereby
authorized and directed to acquire the properties , substandard
or sound, contained in the following designated housing and
recreational sites described in Exhibit "A" , remove the
improvements therefrom and dispose of the assembled sites
for redevelopment :

Honorable Mayor and Members of the Council:
Today is May 2, 1969; 31 long months ago a delegation of Citizens numbering
37 fleca down to s�ashington requesting specifically that the Summit-University area
be declared a renecaal area. Within a month the request was granted. Now your
Honor, 30 months after the Federal Government set aside $12.3 million dollars as a
start toward revitalizing this neighborhood. We stand here today asking that our
City Fathers grant us the right to do what the Federal Government said they would
help us do, 30 long months ago. I ask each of you in good conscience, does this
malte s�nse?
A personal note, in April of 1967 my family and i forcned a syndicate to build
an eleven (11) family unit building using money out of a private sector, we raised
$9,000.00 to launched this venture. In September of 1967 we engage a contractor
and got a bid from him 30 days later. Today, this morning, riay 2, 1969 the contractor
stated the building cost now has increased by $7,�00.00. Thus $7�000 of the $9,000
has vanished, engulf by inflation.

were, therefore, surprised to read a report in yesterday's morning newspaper stating
that, pttor to such response a position had been taken without ar�y further consulation
�rlth that committ�e or, presumably, with the community.
1Ne urge the Mayor and Council to�consider this approach to the problem. We urge

I support the request of the Council that any decision on
