PAUL FOENCIL NO _ � OFFICE OF THE CITY CLERK COUNCIL RESOLUTION-GENERAL FORM PRESENTED BY COMMISSIONE DATE ___ � WHEREAS, the City Council of the City of Saint Paul , Minnesota, is aware of the comprehen- sive transportation planning requirements of the 1962 Federal-Aid Highway Act of 1962, hereinafter referred to as the Act, which provide that: "It is declared to be in the national interest to encourage and promote the development of transportation systems embracing various modes of transport in a manner that will serve the States and tocal communities efficiently and effectively. To accomplish this objective the Secretary shall cooperate with the States, as authorized in this title, in the development of long range highway plans and programs which are properly coordinated with plans � for improvements in other affected forms of transportation and which are formulated with due consideration to their probable effect on the future development of urban areas of more than fifty thousand population. After July l , 1965, the Secretary shall not approve under Section 105 of this title any program for projects in any urban area of more than fifty thou- , sand population unless he finds that such projects are based on a continuing comprehensive transportation planning process carried on cooperatively by States and local communities in conformance with the objectives stated in this section." and WHEREAS, the Secretary of the United States Department of Transportation referred to above, through the Bureau of Public Roads has interpreted "cooperatively" to mean the establishment of a formal procedure--supported by a written memorandum of understan- ding--between the State and the governing bodies of the local communities within the :• . OFFICE OF THE CITY CLERK - COUNCIL RESOLUTION-GENERAL FORM PRESENTED BY COMMISSIONER DATE _ WHEREAS, the State will be expected to show by suitable evidence that concerted efforts have been made to carry out the intent of the Act with respect to cooperative action by all Urbanized Area political subdivisions, and WHEREAS, it is of mutual benefit to the municipalities and counties within the Urbanized Area and the State, and also in the public interest to comply with the requirements of the 1g62 Federal-Aid Highway qct, and ' WHEREAS, the transportation planning process is concerned with all facilities used for the movement of persons and goods (including terminal facilities and traffic control systems) and is based on: Collection, analysis, and interpretation of pertinent data concerning existing conditions and historical trends, such data relating specifically to the follow- ing enumerated elements: 1 . Economic factors affecting development. 2. Population. 3. Land use. 4. Transportation facilities inciuding those for mass transportation. 5. Travel patterns. 6. Terminal and transfer facilities. 7. Traffic controt features. 8. Zoning ordinances. 9. Financial resources, 10. Social and community vatue factors such as preservation of open space, historical sites and buildings, parks, and recreational facilities, and \,_ environmental amenties and aesthetics. PAUL FOENCIL NO � �, OFFICE OF THE CITY CLERK COUNCIL RESOLUTION-GENERAL FORM PRESENTED BY COM M I S51 ON ER DATF __ WHEREAS, the Metropolitan Council was created by the legislature with jurisdiction in the Metropolitan Area of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington counties and charged with preparing plans for the orderly and economic development of airports, highways and transit facilities among others and with coordinating planning and development in the area; and WHEREAS, the Metropolitan Council by formal contract with the Minnesota Department of Highways and the Metropolitan Transit Commission is designated as the agency to establish and maintain the continuing comprehensive and cooperative transportation planning process required by the_1962 Federal-Aid Highway Act for the Metropolitan Area that includes the City of Saint Paul and WHEREAS, the Joint Program, a multi-agency land use-transportation planning program admini- stered by the Metropolitan Planning Commission, whose functions have been assumed by the Metropolitan Council , enunciated its goals, policies and standards in the Joint Program Development Guide, and WHEREAS, this Development Guide as modified by the Metropolitan Council will serve as a basis for the continuing transportation planning process. NOW, THEREFORE, BE IT RESOLVED, that in conformance with the requirements and objectives of the 1962 Federal-Aid Highway Act, the City of Saint Paul agrees to cooperate with the Minnesota Department of Highways and the Metropolitan Transit Commission through the Metropolitan Council in the preparation of a comprehensive transportation plan and in the continuing planning process for the Minneapolis-Saint Paul urbanized area and the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington. BE IT FURTHER RESOLVED, that the City of Saint Paul agrees to cooperate through the organization identified in the Appendix to this resolution.
