BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MIN;�iES�'�A: Section 1. Notwithstanding any pravision and limitation of �he city ch�rter, a statute or ordin�nce, the citq of St. Paul may levy taxes to meet the cost of city government and departments thereof at such rate and in such amount in . excess of existing limitations as th� city council determines necessary to produce sufficient revenue therefor. Se�. 2. Notwithstanding any provision of the city char�er, an ordinance or law imposing upon the comptroller of the city of St. Paul the duty and responsibility of preparing and transmitting to the city cauncil of the city the annual budget, hereafter the responsibility thereof shall be undertaken by the mayor of the city and all the duties thereof of the comptraller are transferred to the mayor. The preparation and transmittal of the budget shall otherwise meet the requirements of the city charter, or any ordinance or other Iaw applicable thereto. The budget so transmitted shall become effective by resolution adopting the same by not less than a five seventh vote of all members of the city council. Sec. 3. This act takes effect when approved by the � city council of the city of St. Paul and upon compliance with Minnesota Statutes, 645.021. 1
