WHEREAS, the Charter of the City of Saa.nt Paul contains limitations
upon the power of the City to levy taxes , a fact which
severely restriets the ability of the City to provide the
services needed by the public and produces ever-deepening
financial crises , and
WHEREAS, the right to determine priorities and expenditures for
City government ought to rest with the duly elected
officials thereof, who are directly and politically
responsible to the people of Saint Paul, and �
WHEREAS, the Mayor, as head of the executive braneh and publicly
responsible to the entire city for the performance of
City government, ought to have the power to recorn�nd to
the Council an annual budget in accordance with the
principle of separation of powers embodied in the
constitutions of Minnesota and of the United States , and
WHEREAS, a bill has been prepared for introduction to trie
legislafiure, of,.which a copy is attached hereto and made
a part hereof bq reference which would accomplish these
objeetives ; now, therefore, be it
RESOLVED by the Council of the City of Saint Paul that it supports
the objectives of this bill and urges its enactmen�t in
W substantially its present form.

A bill for an act
relating to tax levies and the annual
budget in the city of St. Paul.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MIN;�iES�'�A:
Section 1. Notwithstanding any pravision and limitation
of �he city ch�rter, a statute or ordin�nce, the citq of
St. Paul may levy taxes to meet the cost of city government
and departments thereof at such rate and in such amount in
. excess of existing limitations as th� city council determines
necessary to produce sufficient revenue therefor.
Se�. 2. Notwithstanding any provision of the city
char�er, an ordinance or law imposing upon the comptroller
of the city of St. Paul the duty and responsibility of
preparing and transmitting to the city cauncil of the city
the annual budget, hereafter the responsibility thereof
shall be undertaken by the mayor of the city and all the
duties thereof of the comptraller are transferred to the
mayor. The preparation and transmittal of the budget shall
otherwise meet the requirements of the city charter, or
any ordinance or other Iaw applicable thereto. The budget
so transmitted shall become effective by resolution
adopting the same by not less than a five seventh vote of
all members of the city council.
Sec. 3. This act takes effect when approved by the
� city council of the city of St. Paul and upon compliance
with Minnesota Statutes, 645.021.
