��� g am to revitalize the Model Cities area defined herein,
pur ant to Title I of the Demonstration Gities and Metro–
politan Development Act of �.g66, now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul :
ARTICLE I.
Section 1. DEFINITIONS. As used herein, the term
"City Demonstration Agency (CDA) " means the Mayor and
Council, and staff appointed jointly by the Mayor� Council,
and MNPC as provided in Article VII, responsible � together
with the MNPC, for carrying out the St. Paul Model Cities -
program;
"Model Cities Area" means that area of the City of
Saint Paul set out in the map attached hereto and made a
part hereof by reference ;
"Model Cities Districts" means the subdivisions of
the Model- Citiss area set out on the map attached hereto and
made a part hereof by reference, numbered conseeutively from
one to six as provid�d therein;
"Model Gities Program" means the program authorized
by Title I of the Demonstration Cities and Metropolitan
Development Act of 1966 and administered on the -Federal
level by the United �tates Department of Housing and Urban
Development. In the City of Saint Paul, this program shall
consist of all projects and plans developed pursuant to this
resolution.
� "Mode1 Neighb`orhood Planning Committee (MNPC)" means %'�

"Proposal" means a measure adopted by the MNPC in
which the MNPC requests that the CDA enact an ordinance,
order, or resolution. It is to be distinguished from
final plans in th at : (a) it is not designated as such by
the MNPC ; (b) it is an emergency measure which the MNPC
deems necessary to facilitate its preparing final plans and
to protect the residents of the Model Cities area during the
initial planning process from impending harm to land uses and
speculation proposed or attempted by others .
ARTICLE II.
The MNPC is hereby created as an elected representative
body to plan and assist in carrying out the St. Paul Model
Cities program in accordance with the interests , preferences ,
and needs of the residents of the Model Cities area, and
in partnership with the CDA.
ART IC LE I I I.
The MNPC shall be composed of thirty (30) members ,
each of whom shall have one vote . The thirty (30) mem bers
shall be selected in accordance with Article V of this
resolution. All members of the MNPC shall serve for terms
of two years ; provided, however, that in the case of a
vacancy as described in Article VI of this resolution,
any MNPC member who has filled a vacant seat on the MNPC
shall serve only for the remainder of the term of the member
he has replaced. There shall be no limit on the number of
consecutive terms which an individual may serve on the MNPC.
A majority of the members of the MNPC then in office shall
constitute a quorum of any meeting, and the actions of such
a quorum sh all be the acts of the MNPC The MNPC may adopt
its own rules of procedu re , and in case of matters not covered
by such rules, the Sturgis Standard Code of Parliamentary
Procedure shall govern. Properly advertised public hearings
shall be held prior to submission of any final plan or amend—
ment to the CDA. All meetings of the MNPC or any committee
thereof shall be public .
ARTICLE IV.
Section 1. For the purposes of this resolution the
term "voter" shall be defined as anyone who, on the date of
the election in which he seeks to vote is sixteen (16) years
of age or older, and who has lived within the Model Cities
area and the district within which he wishes to vote for
at least one month.

Section 2. The MNPC shall consist of thirty (30)
elected members , five (5 ) elected from each of the six (6)
districts established herein.
Youths : One member from each district shall be a
youth; for purposes of this resolution a youth shall be
defined as a natural person between the ages of sixteen
(16) and twenty (20) inclusive as of the date of the election.
Adults - Special : One member from each district shall
be elected as a "Special Adult" mem ber. For purposes of
this resolution a "Special Adult" is a natural person twenty-
one (21) years of age or over, whose total family income for
the previous calendar year does not exceed the low income
maximum public housing occupancy limits set by the Housing
and Redevelopment Authority. All such persons running in
this category shall be adults and shall submit to the elec-
tion officials, at the time of their filing their Petition
for Candidacy, a written statement of their family income
and family size . A person who meets the qualifications of
the Adult Special category may, at his option, run as an
Adult Special candidate or as an Adult General candidate ,
but no one may run in both categories at once .
Adults - General : The rEmaining three members from
each district shall be twenty-one (21) years of age or older,
as of the date of the election.
ARTICLE V.
Section 1. The following procedu re shall be used in
the election of inembers of the MNPC. The election of the
first members of the MNPC shall take place the fourth Saturday
in June , 1g69, and biennially thereafter. Members of the MNPC
shall take office upon the certification of their election
by the Election Committee and shall hold office until a
successor is selected and qualifies .
Section 2. The Election Committee, as defined in
Section 6 of this Article, shall designate a clerk of elec-
tions. The clerk shall bring and make available nominating
petitions . In order for a candidate ' s name to appear on the
ballot, he must return the completed nominating petition
to the clerk no later than three (3) weeks before the
day of the election. The clerk shall arbitrate disputes
over the acceptability of any nominating petition. Any
nominating petition not rejected by the clerk by notice
mailed to the candidate within forty-eight (48) hours af ter
submission thereof shall be conclusively presumed to be valid .

shall be residents of the Model Cities area and of the district
they wish to represent .
Section 4. Any natural person may be a candidate for
his district upon: (a) meeting the requirements of the
category in which he chooses to run; (b) submission of a
nominating petition to the clerk bearing the� signatures of
at least ten (10) persons who would be eligible to vote for
him in the district in which the person is seeking office .
Section 5 . No later than three (3) weeks before the
date upon which the election is to be held, each candidate
may submit to the clerk a biography not to exceed seventy-
five (75 ) words , and a picture of himself. The clerk shall
arrange for such biographies and, if practicable , the
pictures to be distributed in a manner designed to obtain
the widest possible exposure while treating all candidates
equally. At least two weeks prior to the election the
clerk shall mal�e available to the candidate, for his own
use , one thousand ( 1, 000) copies of said candidate ' s biography.
A candidate may campaign by (a) passing out copies of the
biography given to him by the clerk, and (b) word of mouth
campaigning. There shall be no expenditure of money by or
on behalf of any candidate for his campaign. The MNPC
shall refuse to seat any candidate knowingly violating
these rules .
Section 6 . The polling in the initial election to the
MNPC shall be conducted under the supervision of an elections
committee composed of one representative of the Interim Com-
mittee on Model Cities planning heretofore appointed by the
Mayor, chosen by the Committee , one representative chosen by
the CDA, and the City Clerk as chairman. In subsequent elec-
tions the place of the Interim Committee representative shall
be taken by one person chosen by the MNPC from persons other
than its own members . Except as provided herein, and except
there shall be no party designation of candidates or voters ,
all polling shall be conducted in compliance with Minnesota
Statutes , Sections 203. 12, 203. 13, 203. 14, 203. 18, 203. 22,
204. 04, 204. 06, 204. 13, 204. 14, 204. 16, 204. 17 , and 204. 22,
which are hereby incorporated herein by reference , and such
further rules not inconsistent herewith as the Committee shall
impose , to include such proof of eligibility to vote as the
Committee shall determine . A complete statement of all rules
governing polling shall be made public by the Committee at
least one week prior to the election, and posted in a prominent
position in each polling place.
Section 7 . If a voter because of a physical disability
cannot go to the polling place to vote , said voter may in
writing apply to the Election Committee for an absentee
ballot . The application for an absentee ballot shall

include the voter' s name , address , age and the physical
disability. The ap plication shall be submitted to the
Election Committee any time prior to the day of election.
The Election Committee shall determine who is eligible for
an absentee ballot . The Election Committee shall have the
duty to see that each eligible person requesting an absentee
ballot shall receive a ballot and that the absentee ballot
is counted. In order to be valid, an absentee ballot must
be postmarked or delivered to the Election Committee on or
before the day of election.
Section 8. Separate ballots shall be printed in
different colors for each Category (e .g. "Youth, " "Adult
Special" and "Adult General" ) . The ballots shall contain
the name and address of each candidate arranged in
alphabetical order.
Section g. The election of inembers to the MNPC
shall be held on the fourth Saturday in June , 1g69, and bi-
ennially thereafter, provided, however, that such election
shall not be held earlier than the Saturday following six
(6 ) weeks after the adoption of this resolution. The polling
places shall remain open from 8 ;00 A.M. to 8 :00 P.M. The
Clerk of Elections shall select a polling place within each
of the six (6) districts in the Model Cities Neighborhood.
If a district contains a polling place used in regular
elections , the Clerk shall designate that polling place
to be used in the Model Cities election. If a district
contains more than one regular polling place , or if the `
district does not contain a regular polling place, the
Clerk shall designate a polling place conveniently located
within or adjacent to said district.
Section 10. Each adult voter may cast up to three
(3) votes for three candidates running in the "General
Adult" category and one (1) vote for one ( 1) candidate
running in the "Special Adult" category. Youths may cast
one (1 ) vote for one (1) candidate running in the "Youth"
category. A voter may in any event cast only one (1) vote
for any one candidate, including write-in votes , if any.
When the votes from each Model Cities district have been
counted, the Election Committee shall prepare for each
Model Cities district a list of all the candidates whose
names appeared on the ballot. The names of the candidates
shall appear on this list in the order of the total votes
received by each, the candidate having the highest total
being listed first . The top three candidates in the
"General Adult" category shall be declared elected, the
top candidate in the "Special Adult" category shall be

declared elected, and the top candidate in the "Youth" cate-
gory shall be declared elected. In the case of a tie a
flip of a coin shall determine who is elected. The Election
Committee shall retain the lists for the purpose of filli�ng
vacancies in accordance with Article VI, Section 1 of this
resolution.
Section 11 . All election costs shall be paid out of
Model Cities funds .
ARTICLE VI.
Section 1. If the seat of any mem ber of the MNPC
shall become vacant in any of the manners described in
Sections 2-4 of this Article , the final list prepared by
the election committee for the district from which the vacancy
occurred shall be used for filling the vacancy. The first
alternate in the Category in which there is a vacancy shall
fill the first vacancy, and so forth. In the case of a tie ,
the flip of a coin shall determine who is the first alternate .
Section 2. A seat on the MNPC shall become vacan�
if: (a) a member dies, (b) a member submits a written resig-
nation, (c ) a member is recalled by his constituents as
provided in Section 3 of this Afticle , (d) a member is expelled
by the other members of the MNPC as provided in Section 4 of
this Article , or (e ) a member moves from the Model Cities
area.
Section 3. A seat on the MNPC shall become vacant
if a member is recalled by the voters in his district.
The Recall Petition must be signed by a number of voters
equalling or exceeding 25�0 of the total votes cast in the
district in the last election. Thereafter, a special elec-
tion in the affected Model Cities District must be called
by the MNPC within thirty (30) days after the first Saturday
on which the MNPC has in its possession the Recall Petition.
If at the special election at least 2�3 of the votes cast
favor the member' s recall , he shall be recalled from the
MNPC and his seat declared vacant; pro vided, however, that
if the number of votes cast in favor of recall does not
exceed 50�/0 of the total votes cast in the affected district
in the last election, he shall not be recalled.
Section 4. A member of the MNPC may be expelled by
the other members of the MNPC in the following manner:
(a) A petition, signed by at least sixteen ( 16 ) membersof
the '�Il�TPC, must be submitted at a regular NINPC meeting,

to the members who are present at the meeting. Notification
of the submission of such a petition must be given to all
members of the MNPC who are not present at the meeting .
Such petition shall state the complaints or charges against
the member named. Complaints or charges sufficient for
expulsion must involve gross neglect of duty, or gross mal-
feasance in of�ice . The petition must specifically identify
the act or acts upon which the complaint or charge is based.
(b) No sooner than two weeks nor more than four weeks
after the first delivery of the petition, the members of
MNPC shall conduct a full and fair hearing upon the complaint
or charge . At such hearing , the accused member shall be
afforded an opportunity to be heard, and may be represented
by counsel . If a majority of the members present at the
close of the hearing vote to dismiss the petition, the petition
shall be dismissed. If the petition is not dismissed, the
NINPC will convene no sooner than a week, and no later than
two weeks after the hearing. At this meeting, the MNPC
members by a 2/3 vote may determine that the member be
expelled. Should this occur, the seat shall be declared
vacant.
ARTICLE VII .
Section 1. On behalf of the CDA, the City Comptroller
shall rec�ive and deposit in the City Treasury all funds
appropriated or received by the city for the purpose of
planning and carrying out the Saint Paul Model Cities
Program. In conformity with the guidelines of the Department
of Housing and Urban Development , and within the budget of
the CDA, the City Comptroller shall expend said funds in
conformity with plans developed by the MNPC and submitted
to HUD by CDA. During the planning year funds shall be ex-
pended in accordance with the Revised Work Program.
Section 2 . The personnel as are provided for in tYie
ordinance establishing the CDA staff shall be selected jointly
by the CDA and the MNPC, and no person shall be hired or
discharged from the CDA staf� without the prior approval
of the MNPC . In addition, the CDA shall provide to the
MNPC , within the limits of available funds , a suitable
sta�f of neighborhood planners , community organizers , and
other personnel hired and fired exclusively at the discretion
of the MNPC and responsible to it , sufficient to enable the
MNPC to discharge its responsibilities .

Section 3. The principal responsibility of the MNPC
shall be to plan, develop, and assist programs designed to
revitalize the Saint Paul Model Cities neighborhood, such
as to expand housing, job and income opportunities ; to reduce
dependence on welfare payments ; to improve educational facili-
ties and programs ; to combat disease and ill health ; to reduce
the incidence of crime and delinquency; to enhance recreational
and cultural opportunities ; to establish better access between
homes and job; and generally to improve living conditions
for the citizens who live in the Saint Paul Model Cities
neighborhood and to accomplish these objectives through the
most effective and economical concentration and coordination
of Federal , State and local public and private efforts to
improve the quality of life in the Saint Paul Model Cities
neighborhood.
Section 4. Subject to, an d in furtherance of, the
authority of the CDA and the provisions of this resolution,
the MNPC shall have exclusive authority to make and provide
for the carrying out of plans for the St. Paul Model Cities
Program. Departments , commissions , boards , offices , and
other public bodies of the City of Saint Paul shall in a
manner cons is tent with the City Charter and Legis lati ve
Code , and subject to the approval of the CDA when necessary,
carry out programs proposed to them b� the CDA and the MNPC
in the proper exercise of their authority. The City Council
will refrain from approving those parts of requests or pro-
posals from city agencies or other public bodies which
materially affect the Model Cities area in a manner which
is inconsistent with existing pending plans of the MNPC
or plans adopted by the MNPC and approved by the CDA. The
MNPC shall endeavor to obtain the same commitment from the
School Board of Independent School District No. 625, from
the Ramsey County Welfare Board, the Ramsey County Citizens
Committee , and state and federal agencies , but failure to
obtain such commitment shall not affect the commitment of
the Council hereunder.
Section 5. The CDA shall have authority to submit
proposals to the City Council for adoption as resolutions
or ordinances .
Section 6. Al1 requests , proposals , resolutions ,
orders or petitions for fundamental changes affecting lan d
use in the Model Cities area during the period in which the
Model Cities program is being planned or executed shall be
transmitted to the MNPC with a written request that the MNPC
review them an d furnish a written recommendation upon them

before any action is taken with respect thereto by the City
Council , mayor, or any department, commission, board or
office of the city. The MNPC shall furnish such written
recommendation no later than the 30th day after the day on
which said written request is received by the MNPC. Should
the proposed action be designed to deal with an emergency
affecting the health or safety of the people , the City Council
may call a special meeting of the MNPC with the initiator
of the proposal for the purpose of presenting the proposal
to the MNPC. In such emergency, the written record of said
meeting shall serve in lieu of the written recommendation of
the MNPC. Nothing in this Article shall prevent the city from
acting upon any matter if the MNPC, having been properly
notified and requested to recommend, fails to do so as pro—
vided herein.
Section 7. The MNPC shall have exclusive authority
to devise additional rules of order and operating procedures
which are not inconsistent with this resolution.
Section 8. In the event that insufficient candidates
file to fill the available seats on the MNPC or, in the event
of a vacancy, if no other persons are available from the
elections list referred to above , the seat shall remain
vacant until the next election or, at its option, the MNPC
may call a special election to occur no less than one month
from the date of the election call . No special election
shall be called if fewer than six months would elapse between
the date of the special election and the date of the next
general election. Special elections shall be conducted
according to the same polling procedures used in general
elections .
ARTICLE VIII.
Any final plan shall be put to a referendum of the
adult residents of the Model Cities area if, within sixty
days of its approval by the MNPC, there is filed in the
office of the City Clerk a petition signed by a number of
adult residents equal to 25� of the number of adult residents
who voted in the most recent Model Cities election or 3, 000,
whichever is greater.
Upon filing of such petition the plan shall be suspended
and shall not go into effect unless approved by a majority
of those voting on the question in a general or special
election.

ART IC LE IX.
Section 1. The MNPC shall certify the final plans
for the Model Cities program and submit them without delay
to the CDA for approval . The final plans as so approved
shall be submitted to the United States Department of
Housing and Urban Development, along with any necessary
undertakings by the CDA, as an application for funds for
the final plans .
Section 2. If the final plans of the MNPC are not
approved by the CDA, the CDA shall not amend the same and
submit them to the United States Department of Housing and
Urban Development for funding, or in any other way attempt
to carry them out as amended, without first obtaining the
approval of the MNPC at a meeting which shall be called for
the purpose of considering the proposed amendment .
Section 3. No amendments to the final plan.s required
by a state agency or department or by the United States
Department of Housing and Urban Development as a condition
of granting Federal funds for the execution of a Model
Cities program in Saint Paul shall be adopted by the
City Council until the amendments have been approved first
by the MNPC at a meeting which shall be called for the pur-
pose of considering the proposed amendment .
ART IC LE X.
Section 1. This resolution shall not be amended until
after a public hearing in the Model Cities neighborhood has
been held by the CDA on an evening or weekend on the proposed
amendment or amendments .
Section 2. Notice of a proposed amendment to this
resolution shall be published in a newspaper of general
circulation in the City of Saint Paul on two occasions not
less than one week apart, of which the second publication
shall be at least one week prior to the date of the public
hearing. Such notice shall consist of the text of the pro-
posed amendment and the time , date , and place of the public
hearing.
Section 3. The CDA shall transmit a copy of the pro-
posed amendment to the MNPC no later than ten days before
the public hearing is held unless the proposed amendment
has been initiated or approved by the MNPC. .

Section 4. The CDA shall not take final action upon
a proposed amendment until at least ten days after the public
hearing thereon.
ARTICLE XI.
Section 1. Should any section, provision, or paragraph
of this resolution be declared by a court of competent juris-
diction to be invalid, that decision shall not affect the
validity of the resolution as a whole or any part thereof
other than the portion so declared to be invalid.

planning and carrying out the Sa�nt Paul Model Cities
Program. In conformity with the g�zidelines of the Department
of Housing and Urban Development , a�d within the budget of
the CDA, the City Comptroller shall '�xpend said funds in
conformity with plans developed by th�,,,,MNPC and submitted
to HUD by CDA. During the planning ye��� funds shall be ex—
pended in accordance with the Revised Wc�;k Program.
Section 2. The CDA director and sui3�i other personnel
as are provided for in the ordinance establ��hing the CDA
staff shall be selected jointly by the CDA aritd the MNPC,
and no person shall be hired or discharged fro� the CDA
staff without the prior approval of the NIlVPC. '�n addition,
the CDA shall provide to the MNPC, within the lirA,its of
available funds , a suitable staff of neighborhood �lanners ,
community organizers , and other personnel hired anc�� fired
exclusively at the discretion of the MNPC and respon�:ible
