Gentlemen:
I have the honor to transmit herewith for your approval
thirteen local bills enacted by the 1969 Legislature at our
request to meet City needs. The bills are accompanied by res-
olutions for your action,
In the order in which they are attached the bills are:
1. Chapter 1103--authorizing the Capital Improvements program
2. Chapter 1070--authorizing additional bonding for the
Civic Center
3. Chapter 1065--authorizing the State to convey certain
tax-forfeited lands for the Civic Center
4. Chapter 1104--the St. Paul-Ramsey Hospital Commission act
S. Chapter 665--authorizing coverage of dependents of
retired employees under the city's medical and hospital insurance
program until the dependent leaves school or reaches the age of 23
6. Chapter 666--authorizing expenditures of money in the
Flood Control fund
7. Chapter 923--authorizing diversion of up to 10% of our
urban renewal bonding to the Better Neighborhoods areas
8. Chapter 671--authorizing the elimination of the Bureau
of Police and Fire Alarm telegraph
9. Chapter 668--dealing with police pensions for transferred
Bureau employees I
lO.Chapter 669--dealing with fire pensions for transferred
Bureau employees
11.Cttapter 443--additional taxing authority for fire pensions
12.Chapter 442--additional taxing authority for police pensions
13.Chapter 1113-- additional taxing author�ty for sewer studies
I have not submitted for your approval the Civic Center Authority
act nor the act permitting a 5�; annual increase in the Charter taxing
- limitation. We are awaiting opinion from our bond counsel on the
former bill, and in my opinion the latter should be delayed until
the Charter Commission acts on various proposals now before it.

BE IT ENACTED BY THE LEaISLATURE OF THE STATE OF MINNESOTA:
Section 1. Notwithstanding as�Y provisior� of the charter
of the city of Saint Pau19 the council of said. city shall
have power by a resolution adopted by five aff�rmative votes
� of all of its members to authorize the issuanc� and sale of �� �
general obligation bonds of the city in an amo�nt of �
$4,500,000 for each calendar year for a two-y�ear .period
commencing with the year 1g70, #'or the payment of which the �
f1i11 faith and credit of the city is irrevoca��.y pledged.
Sec. 2. The proceeds of all bonds issued. pursuant to
Section 1 hereof shall be used exclusively for the
acquisition, construction, and repair of capital improvements. .
A'one of the proceeds o£ any bonds so issued s�rall be expended
except upon pro�ects which have b�en reviewed, and have �
received a priority ratin�, from a capital improvements
co:nmittee consisting of at least seven member�, of whom a
ma�ority shall not hold 2.ny paid office or pos3.tion under
tha city of Saint Paul. The priorities and recommendations
of sucYi co;nrnittee shall be purely advisory, and no buyer of
a,r�y such bonds shall be required to see 'to the application
of the proceeds. �
Sec. 3. Bonds provided for by this act shall be
issued and sold pursuant to the applicable provisions of
Minnesota Statutes, Chapter 4�75; provided, hovrever, that
� no issue or sale of bonds hereby authorized shall be required
to be sub;nit�ed to or approved by the electors of the city
of Sa�.nt Paul. . .
